Tripura: In a notable administrative development, two Indian Administrative Service (IAS) officers from the Tripura cadre have been transferred to other state cadres—Madhya Pradesh and Himachal Pradesh—on inter-cadre grounds of marriage. These transfers, approved by the Government of Tripura, reflect the implementation of the Government of India’s inter-cadre transfer policy, which allows such changes under specific circumstances, including marriage between officers of different state cadres.
Major Tripura Cadre IAS Transfer
Shri Dwij Goel, IAS (TR:2023), who was serving as Officer-on-Special Duty in the Office of the District Magistrate & Collector, West Tripura District, Agartala, has been transferred to the Himachal Pradesh cadre. This move comes following his marriage to Ms. Anjali Garg, IAS (HP:2023). As per the official notification, Shri Goel has been relieved from the State Government and will report to the Chief Secretary of Himachal Pradesh for his new posting.

Similarly, Shri Sumit Kumar Pandey, IAS (TR:2021), who was serving as Additional District Magistrate & Collector (PPs.), Dhalai District, Ambassa, has been transferred to the Madhya Pradesh cadre. This decision follows his marriage to Ms. Mini Shukla, IPS (MP:2022). Shri Pandey has been relieved from the State Government and is set to report to the Chief Secretary of Madhya Pradesh for his new assignment.
Impact on Tripura’s Administrative Landscape
These transfers are part of a broader trend where multiple IAS officers from the Tripura cadre have been transferred to other states on marital grounds.
This phenomenon has raised concerns about the administrative capacity of the Tripura government, as the state faces challenges in retaining its cadre of officers. The inter-cadre transfer policy, while facilitating personal life choices, also poses questions about its impact on state governance and administrative continuity.
