Dehradun: In a significant development, IPS officer Rachita Juyal, who recently submitted her resignation from the Indian Police Service citing personal reasons, has now been entrusted with leading a high-profile vigilance investigation into the infamous Haridwar land scam.
Orders appointing Juyal to head a five-member vigilance team were issued late Thursday evening by Home Secretary Shailesh Bagoli, even as the state government continues to keep her resignation under consideration.
From Resignation to High-Profile Responsibility
Ms Juyal, a 2015-batch officer with a reputation for integrity, had earlier made headlines after she submitted her resignation from the service after completing ten years. She cited personal and family reasons, but social media speculation and opposition leaders suggested that her decision might be linked to political pressure for exposing corruption.
Juyal strongly refuted those claims, stating publicly that her resignation was entirely voluntary and not influenced by any external factors. Nevertheless, her sudden assignment to one of the state’s most sensitive cases is being seen by many as both a message and a move: to quell political controversy and assert administrative transparency.
The Haridwar Land Scam: A Quick Recap
The Haridwar land scam centers around the purchase of approximately 33 bighas of land in Sarai village in 2024 by the Haridwar Municipal Corporation. The land, situated near a garbage dump, reportedly had a market value of around ₹13 crore, but was purchased at an inflated price of ₹54–₹58 crore.
What has raised serious red flags is that the land was converted from agricultural to non-agricultural status under Section 143 just days before the purchase – a transaction carried out while the Model Code of Conduct was in effect due to local body elections.
Initial Findings, Suspensions, and CM’s Directive
A preliminary inquiry led by Secretary Ranveer Singh Chauhan unearthed gross irregularities in the deal. Acting on his report, the state government suspended ten officials, including two IAS officers, one PCS officer, and the then District Magistrate of Haridwar.
Earlier, departmental action had already been initiated against five other officers. Subsequently, Chief Minister Pushkar Singh Dhami ordered a full-fledged Vigilance probe, directing for the cancellation of the land’s sale deed, recovery of public funds, and a special audit of all municipal projects undertaken during the tenure of then Municipal Commissioner Varun Chaudhary.
Government Seeks to Reinforce Trust
Sources suggest that the appointment of Ms Juyal to head the probe is a strategic move by the government to dispel any suggestion of bias or interference in the matter. It may also help counter the narrative that her resignation was triggered by institutional pressure.
By putting Ms Juyal at the helm, the government appears to be making a dual statement – reinforcing her integrity while projecting a commitment to fair investigation and institutional accountability.
Questions Remain Over Land Use and Beneficiaries
One of the biggest gaps in the case remains the unclear objective behind the land purchase. With no definitive explanation regarding its intended use, suspicions of improper motives and vested interests continue to fuel public debate.
With Ms Juyal now leading the probe, expectations are high that the investigation will move swiftly and transparently.
