Lucknow: The Uttar Pradesh government carried out a late-night administrative reshuffle, transferring seven IAS officers and four PCS officers, with the return of Lokesh M to a key department emerging as the most closely watched development.
Lokesh M, who had been placed on the waiting list after the Noida engineer death controversy, has now been posted as Secretary, Public Works Department, while several other senior officers have also been assigned fresh responsibilities across departments.
Lokesh M Returns to Key Posting After Waiting List Period
Lokesh M has been appointed Secretary, Public Works Department (PWD).
His posting is significant because he had earlier been removed from the post of District Magistrate in Noida and placed on the waiting list following the death of engineer Yuvraj Mehta, a case that had drawn administrative attention in the district.
His return to an important departmental role indicates renewed confidence in his administrative deployment.
Neena Sharma Gets Charge of Public Enterprises
Neena Sharma, previously serving as Director of the state administrative academy, has now been assigned dual responsibility as:
- Principal Secretary, Department of Public Enterprises
- Director General, Public Enterprises
This gives her expanded control over the state’s public enterprise administration.
Sanjay Kumar Shifted to Administrative Academy
Sanjay Kumar has been transferred from the Department of Public Enterprises.
He will now serve at the Uttar Pradesh Academy of Administration and Management, replacing Neena Sharma in the institutional training setup.
Mahendra Prasad Posted After Waiting List
Mahendra Prasad, who was also on the waiting list, has been appointed –
- Special Secretary, Uttar Pradesh Reorganization Coordination Department
This marks his return to active departmental assignment.
Raghubir Shifted to Disability Empowerment Department
Raghubir, earlier serving in the Charitable Affairs Department, has now been posted as –
- Special Secretary, Department for Empowerment of Persons with Disabilities
Ashish Kumar Gets Additional Charge
2015 batch IAS officer Ashish Kumar has been given additional responsibility of –
- Special Secretary, Charitable Affairs Department
He will continue simultaneously as Managing Director of the state tourism corporation (UPSTDC).
Prakash Bindu Moved to Home Department
Prakash Bindu, who was Secretary in PWD, has now been appointed:
- Secretary, Home Department
This is considered a strategically important posting.
PCS Transfers Also Announced
Alongside IAS changes, four PCS officers were also transferred.

- Surendra Kumar → Additional Commissioner, Kanpur Division
- Ved Priya Arya → ADM (Judicial), Mathura
- Gulab Singh → ADM (Judicial), Kushinagar
- Pradeep Kumar Singh → SDM, Gonda
Why Lokesh M’s Posting Is Being Watched
Among all transfers, Lokesh M’s return has attracted special attention because his earlier removal from Noida had followed controversy linked to engineer Yuvraj Mehta’s death.

The state also simultaneously transferred IPS officers, including changes in district police leadership in Badaun, Fatehpur, Kasganj and Bhadohi.
