Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday reviewed the comprehensive urban development plans for Meerut, Kanpur, and Mathura-Vrindavan. Emphasizing holistic growth, the CM stated that urban development should not be limited to roads and buildings but should balance local identity, history, culture, and modern amenities.
Public-Private Partnership and Innovative Funding Models
The Chief Minister instructed officials to leverage private sector collaboration through revenue-sharing models and adopt Public-Private Partnership (PPP) approaches wherever possible. During a video conference, Divisional Commissioners of the three regions presented their development plans, and CM Yogi highlighted the importance of innovation, efficient management, and financial coordination. He assured that additional budgets will be allocated if required to ensure smooth implementation.
Comprehensive Projects and Phased Implementation
Inspired by successful integrated development models in Ayodhya, Varanasi, Gorakhpur, and Prayagraj, the government is now adopting similar strategies for these cities. A total of 478 projects have been proposed: 111 in Meerut, 109 in Kanpur, and 258 in Mathura-Vrindavan. Projects have been categorized into short-term, medium-term, and long-term, with the first phase in 2025–26 focusing on 11 projects in Meerut, 13 in Kanpur, and 14 in Mathura-Vrindavan.
Meerut: Green Corridors and Smart Urban Infrastructure
In Meerut, key projects include the development of the Bamba Bypass Green Corridor, widening of Link Road and Eastern Court Road, improvements at 19 major intersections, redevelopment of University Road, scientific reuse of wastewater from Sanjay Van and Shatabdi Nagar STP to Mohkampur Industrial Area, and development of Kanyam Nagar Park. The CM directed officials to explore developing the Bamba Bypass on the lines of Lucknow’s Green Corridor under a PPP model.
Kanpur: Legacy and Future-Oriented Urban Growth
For Kanpur, the urban development plan follows the concept of “Rooted in Legacy, Rising to Tomorrow.” Projects include widening Manavati Marg, multi-level parking, construction of master-planned roads, urban design improvements around Green Park, Masoodabad City Forest, Botanical Garden, VIP Road and Riverfront Link, Greenfield Corridor, and metro expansion.
Mathura-Vrindavan: Vision 2030 for Pilgrimage and Tourism
The master plan for Mathura-Vrindavan envisions “Vision 2030” for the region. Key proposals include street façade development, multi-level parking and bus facilities, beautification of city entrances, new road construction, corridor improvements from Barsana to Govardhan to Radhakund, enhanced facilities along parikrama routes, and signage and lighting from city entrances to religious sites to facilitate pilgrims and tourists.
Focus on Sustainable and Inclusive Urban Growth
CM Yogi Adityanath stressed that all development plans should prioritize smooth traffic movement, pedestrian and public transport access, green spaces, and preservation of local identity. The initiatives aim to create cities that are not only modern and efficient but also culturally vibrant and sustainable.
