Lucknow: In a significant bureaucratic move, the Uttar Pradesh government on Friday promoted 67 IAS officers, including four from the 2001 batch who have been elevated to the rank of Principal Secretary with supertime pay. The promotions, effective January 1, 2026, are expected to trigger a series of transfers across key administrative positions in the state.
The promotion orders were issued by M. Devraj, Principal Secretary of Appointments and Personnel. Following the announcements, officers at various levels, including Secretaries, Special Secretaries, and those in selection and senior time scales, will assume new responsibilities.
Promotions of Principal Secretaries and Secretaries
The four officers from the 2001 batch promoted to Principal Secretary are –
- Shashi Bhushan Lal Sushil – Divisional Commissioner, Devipatan Division
- Ajay Kumar Shukla – Secretary, Urban Development
- Aparna U – Secretary, Medical Education
- SVS Ranga Rao – Member, Revenue Board
These officers have been awarded supertime pay ranging from ₹1,44,200 to ₹2,18,200.
Additionally, 19 IAS officers from the 2010 batch were promoted from Special Secretary to Secretary, including notable names like Durga Shakti Nagpal, Akhand Pratap Singh, Kumar Prashant, Neha Sharma, and Ravindra Kumar. Several others received pro forma promotions, with a requirement to complete the Mid-Career Training Program Phase-4 within two years.

Promotions Across Batches and Pay Scales
2013 batch: 30 officers promoted to Selection Grade Pay (₹1,23,100-₹2,15,900), including Divya Mittal, Rajkamal Yadav, Priyanka Niranjan, and others. Chandni Singh received a pro forma promotion. Officers must complete mid-career training within three years.
- 2012 batch: Rajesh Kumar Tyagi was awarded selection grade pay.
- 2022 batch: 13 officers received Senior Time Scale Pay, including Shruti Sharma, Gamini Singla, Utkarsh Dwivedi, among others.
DPC Process and Selection Criteria
Every December, Uttar Pradesh conducts a Departmental Promotion Committee (DPC) to consider IAS officers for promotions. Officers with 25 years of unblemished service are eligible for promotion to Principal Secretary, while those completing 16 years of service can be promoted to Secretary.
The DPC for this year was held on December 7 under Chief Secretary SP Goyal. Key names considered for promotions included the Principal Secretary nominees from the 2001 batch and 20 officers from the 2010 batch moving to Secretary-level posts.
Impact on Bureaucracy and Transfers
Promotions from Principal Secretary to Secretary level are expected to bring major changes to the UP bureaucracy. Officers elevated to Principal Secretary will take on independent departmental responsibilities, while newly promoted Secretaries will be assigned to divisional commissioner roles and departmental duties.
Following these promotions, district magistrate postings and other administrative positions are likely to see reshuffles, signaling a significant bureaucratic realignment in the state.
