Mr. Mishra, a 1989-batch IPS officer of the Rajasthan cadre allocated to Uttar Pradesh, faces disciplinary proceedings under Rule 8 of the All India Services (Discipline & Appeal) Rules, 1969. The action follows alleged discrepancies in a tender agreement during his tenure at the Centre.
Born on June 30, 1965, and holding a Master’s degree in Economics, Mr. Mishra had been appointed Chairman of the Land Ports Authority of India (LPAI) in November 2019. He returned to his parent cadre in January 2025 following the completion of his central deputation.
During his stint at LPAI, he was credited with overseeing key infrastructure projects, including the construction of the passenger terminal and Maitri Dwar at Petrapole on the India-Bangladesh border in West Bengal, and Uttar Pradesh’s first land port at Rupaidiha in Bahraich district on the Indo-Nepal border.
According to official sources, Mr. Mishra will soon be served a formal notice and asked to furnish his response to the allegations. A senior government official termed the move a “standard disciplinary procedure” in response to findings of irregularities.
Official Order:

The case pertains to discrepancies flagged in the award and execution of tenders during his chairmanship at LPAI. Further inquiry is likely to follow based on Mr. Mishra’s response and findings by the competent authority.
