Lucknow: In the aftermath of Operation Sindoor carried out by the Indian Army, the Uttar Pradesh police have been placed on high alert to ensure the safety of citizens and vital infrastructure across the state. DGP Prashant Kumar, an IPS officer of 1990 batch, has issued a detailed set of 13 instructions to police officers across all districts, outlining the steps to be taken immediately to enhance security and maintain law and order.
The directives come in the context of heightened security concerns, with Chief Minister Yogi Adityanath emphasizing the importance of safeguarding both the people and key establishments within the state. Security of Important Establishments
The DGP emphasized that the security of critical infrastructure and vital installations must be significantly enhanced. This includes bolstering physical security, surveillance systems, and perimeter security around these key locations.
Internal Security Drills
Mock drills under the internal security plan are to be conducted, with pre-briefings and post-debriefings to ensure preparedness. All concerned security units must be involved in these exercises.
Audit of Police Premises and Resources
All police premises, including police lines, offices, depots, and control rooms, should be secured with an immediate audit of resources. Any deficiencies found should be addressed promptly, with a focus on strengthening cybersecurity across police websites and servers.
Entry Control at Important Locations
Tighter entry control systems are to be enforced at key establishments, with increased checks and verification of identity cards to ensure security.
Coordination with Other Agencies
Close coordination with the Army, Air Force, Civil Defense, Intelligence units, and other relevant agencies is required. Senior police officers have been tasked with overseeing this collaboration.
Strategic Traffic and Security
The security of military convoys on highways and railways, as well as the protection of fuel supplies for the Air Force and critical infrastructure like railway bridges and tracks, is to be tightened. All movements are to be kept confidential on a “need-to-know” basis.
Vigilance in Communally Sensitive Areas
Areas that are communally sensitive must be placed on high alert, with increased deployment of forces. Reserve forces should be kept ready for quick deployment if necessary.
Security of Key Services
The security of key services, such as oil pipelines, communication towers, water supply systems, power substations, and thermal power plants, should be strengthened with special security measures.
Intelligence and Prevention of Sabotage
A heightened focus on possible sabotage and intelligence leaks in sensitive areas is critical. Intelligence systems must be activated, and all areas must be adequately secured.
Social Media Monitoring
The Cyber Cell has been tasked with monitoring social media 24/7, ensuring prompt action is taken against rumor mongers and any misleading information that may cause panic.
District Control Rooms and Emergency Vehicles
District control rooms are to remain on high alert, with emergency 112 vehicles stationed at strategic locations to ensure quick responses.
Leadership and Coordination
Senior officers are required to coordinate closely with district administrations, civil defense units, the army, the air force, and other stakeholders to ensure smooth operations. All personnel must be briefed on the latest police instructions.
Security at Airports
The security of airport areas, especially funnel zones, should be tightened, with joint operations carried out with air security units.
Vigilance on India-Nepal Border
Regular patrolling and constant vigilance along the India-Nepal border should be maintained, with close coordination between security forces to prevent any cross-border incidents.
