Lucknow: In a significant move aimed at empowering historically marginalized communities, Uttar Pradesh Chief Minister Yogi Adityanath on Sunday announced the formation of a special welfare board for nomadic and Vimukta (freed) castes. The announcement was made during a state-level function marking Vimukt Jati Diwas, held in the capital, Lucknow.
Restorative Justice for India’s Forgotten Warriors
CM Yogi highlighted the heroic legacy of communities such as Nat, Banjara, Bavariya, Sasi, Kanjad, Kalbelia, Sapera, and Jogi, who fought valiantly against foreign invaders including the Mughals and British. He lamented the historical injustice when these castes were labeled as “criminals by birth” under the British-imposed Criminal Tribes Act of 1871.
“This stigma remained even after independence, until August 31, 1952, when the law was repealed, thanks to the efforts of Baba Saheb Bhimrao Ambedkar,” said the Chief Minister.
Colonies, Homes, and Voting Rights on the Horizon
CM Yogi announced that the state will build colonies and houses for nomadic and Vimukta communities. The newly formed board will focus on implementing welfare schemes, ensuring access to land, housing, education, and voting rights.
“The freed castes will now be provided land leases and made part of the democratic process,” he said.
Special Focus on Education and Employment
Highlighting ongoing initiatives, the CM said-
- Jai Prakash Narayan Sarvodaya Vidyalayas are operational in 9 districts.
- Two residential ashram schools have been opened.
- 101 government-run residential schools are functioning with free food, lodging, and uniforms.
- 264 Scheduled Caste hostels are now providing special facilities to children from Vimukta communities.
He added that many young men and women from these castes have been recruited into the state police, showcasing the state’s commitment to equal opportunity.
Parallel Examples: Vantangiya and Musahar Upliftment
CM Yogi pointed to successful models such as the Vantangiya community, which received revenue village status, housing, schools, and healthcare access. Similarly, welfare schemes have reached Musahar, Kol, Tharu, Gaur, Chero, Saharia, Kumhar, Nishad, and Rajbhar communities.
He assured similar efforts will now be replicated for nomadic tribes, with Minister Asim Arun directed from the stage to initiate board formation.
A Tribute to Legacy and a Vision for Equality
“The bravery of these communities could not be erased by any colonial act. Vimukt Jati Diwas is a reminder that freedom must be accompanied by dignity and opportunity,” Yogi Adityanath stated.
He further credited Prime Minister Narendra Modi for focusing on social equity, stating that both the Centre and State have launched various initiatives over the past 11 years to integrate these castes into the mainstream.
