New Delhi: The Union Public Service Commission (UPSC) has introduced clearer and stricter eligibility and attempt-related rules for candidates who have already been selected or appointed to civil services, as part of the Civil Services Examination (CSE) 2026 notification released on Wednesday. The revised framework significantly impacts candidates from the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Foreign Service (IFS), while also laying down a one-time exemption mechanism for repeat attempts under specific conditions.
UPSC CSE 2026 Notification: Overview
UPSC has invited online applications for CSE 2026 through its official portal upsc.gov.in, with the last date for submission being February 24, 2026.
- Total vacancies: 933
- Last year (CSE 2025): 979 vacancies
- CSE 2024: 1,105 posts
The examination will recruit officers for –
- IAS
- IPS
- IFS
- IRS
- Other Group A and Group B Central Services
Who Will Be Barred From Appearing in CSE 2026?
IAS and IFS Candidates
As per the revised rules –
- A candidate already appointed to IAS or IFS through an earlier examination and continuing in service will not be eligible to appear in CSE 2026.
If appointment to IAS or IFS happens –
- After CSE 2026 prelims but before mains: Candidate cannot appear for the mains
- After mains begin but before final results: Candidate will not be considered for appointment based on CSE 2026
While similar restrictions existed earlier, the 2026 notification provides greater clarity and procedural detail.
Stricter Rules for Indian Police Service (IPS)
The Indian Police Service has emerged as a key focus in the revised framework. UPSC has explicitly stated –
- A candidate selected or appointed to IPS through an earlier examination will not be eligible to opt for or be allocated IPS again based on CSE 2026 results.
This IPS-specific restriction is more sharply articulated than in previous notifications and marks a significant policy clarification.
Can IPS or Group A Officers Appear Again in CSE 2027?
Yes, but only under strict conditions.
Candidates allocated to IPS or any Central Service Group A through CSE 2026 can appear again in CSE 2027 only if:
- They are granted a “one-time exemption from joining training” by the competent authority
- The exemption applies only to the Foundation Course
If a candidate –
- Neither joins training nor obtains exemption → Service allocation under CSE 2026 will be cancelled
Options if Selected Again in CSE 2027
- Candidates recommended again in CSE 2027 can choose between the 2026 or 2027 service allocation
- The unchosen allocation will stand cancelled automatically
- Seniority will be determined based on the service ultimately joined and will not be reduced
However, candidates will not be allowed to appear in CSE 2028 or later unless they resign from the allocated service.
What Is the ‘One-Time Opportunity’?
UPSC has also introduced a one-time opportunity for candidates already allocated a service based on CSE 2025 or earlier –
- Such candidates may appear in either CSE 2026 or CSE 2027
- They can use their remaining attempt without resigning from service
- To appear in CSE 2028 or beyond, resignation from the allocated service will be mandatory

- CSE 2026 introduces clearer, stricter, and more detailed provisions, particularly for IPS
