New Delhi: In a written reply to a Parliament question on alleged discrimination in UPSC interviews, the Union Government stated that the interview and personality test process conducted by the Union Public Service Commission (UPSC) is completely free from bias. The clarification comes amid periodic concerns raised by aspirants regarding transparency and impartiality in the interview stage of the Civil Services Examination.
Randomized Allocation of Candidates to Interview Boards
According to the information shared by UPSC, candidates are allocated to different Interview Boards through a randomized process. This randomization takes place just before the commencement of interviews for the day, ensuring that no deliberate selection or preference can influence the evaluation process.
Candidate Details Not Revealed to Boards
UPSC emphasized that Interview Boards are not informed of crucial candidate details, including –
- Category of the candidate
- Marks obtained by the candidate in the written (mains) examination
This measure ensures that the Board assesses the candidate solely on performance during the personality test without any preconceived notions.
Interview Board Members’ Identities Kept Confidential
In a further step to prevent potential bias, the identities of Interview Board members are not disclosed to candidates. This protects both the evaluators and the integrity of the examination process, ensuring a neutral environment.
Transparency Through Publication of Marks
To reinforce public trust, UPSC also highlighted that it publishes complete marks of all recommended candidates – including written marks, interview scores, and total marks – on its official website. This, according to the Commission, is part of its commitment to maintaining transparency and accountability in one of India’s most prestigious examinations.
No Discrimination
With multiple layers of safeguards – randomization, confidentiality, and post-exam disclosure of marks – UPSC reaffirmed that there is no scope for discrimination or bias in the personality test stage of the Civil Services Examination.
