Bidyut Bihari Swain, an Odia IAS officer from the Gujarat cadre, has been appointed to the Union Public Service Commission (UPSC).
According to an order issued by the Department of Personnel and Training, which is part of the Ministry of Personnel, Public Grievances, and Pensions, “the President is pleased to nominate Shri Bidyut Bihari Swain, IAS, (GJ:1988) as Member, Union Public Service Commission (UPSC).”
The judgement states that Bidyut Bihari Swain’s term as a member of the UPSC would commence on the day he is appointed. The judgement further said that the UPSC (Members) Regulations 1969, as amended from time to time, would regulate the terms of his service, and that the period of his appointment would be governed by Article 316(2) of the Indian Constitution.
Swain has held key positions in several Gujarati government institutions as well as several Union government Ministries. He is currently the Secretary of the Ministry of Micro, Small, and Medium Enterprises.
