Uttar Pradesh Govt. Drives Economic Growth by Transforming State into India’s Leading Food Processing Hub

Lucknow: Uttar Pradesh, once primarily known for its agricultural prowess, is now emerging as one of the leading food processing hubs in India. Under the visionary leadership of Chief Minister Yogi Adityanath, the state is transitioning rapidly from an agriculture-based economy to an industrial one, with a strong emphasis on food processing and value-added agricultural products.

A Growing Power in Food Processing

According to a recent report by Global Trade Research, Uttar Pradesh, along with Gujarat, has been identified as a major processing center in India. The report highlights that the state is not only becoming self-sufficient in the food processing sector but is also positioning itself as a hub for employment and investment. The state’s food processing industry is expected to play a significant role in the nation’s economic growth.

Transition from Agriculture to Industry

While Gujarat is seeing the development of modern dehydration plants in Mehsana and Banaskantha, Uttar Pradesh is focusing on the establishment of state-of-the-art food processing plants in cities like Agra and Farrukhabad. These facilities are closely linked with contract farming and a network of cold storage, ensuring that farmers receive fair prices for their products. This transition aligns with the state’s “Agriculture to Industry” model, which directly connects farm produce to processing plants, contributing to value addition and creating an efficient agricultural supply chain.

Creating Jobs and Boosting the Economy

Uttar Pradesh currently hosts over 65,000 food processing units, employing approximately 2.55 lakh youth across the state. The state government’s goal is to set up at least 1,000 new processing units in each district, providing both value addition to agricultural products and employment opportunities for the youth.

Additionally, more than 15 agro and food processing parks have already been developed, including key parks in Bareilly, Barabanki, Varanasi, and Gorakhpur. For example, in Bareilly, an integrated agro-processing hub is being built at a cost of ₹1,660 crore by BL Agro, which will feature modern milling, oil extraction, and packaging facilities.

Focus on Exports and Innovation

The Uttar Pradesh government is focusing on high-value crops, fruit and vegetable processing, and export-oriented industries. As part of this initiative, an International Potato Centre (CIP) South Asia Regional Center is being established in Agra. This center will benefit farmers in major potato-growing regions like Kanpur, Lucknow, Farrukhabad, and Agra.

India’s processed food exports have been growing steadily, with countries like the USA, Bangladesh, the UAE, and Vietnam being major importers. Experts project that by 2030, India’s consumer spending will reach $6 trillion, presenting a huge opportunity for states like Uttar Pradesh to invest in food processing and contribute to the growth of India’s food exports.

Food Processing Industry Policy 2023

To further boost the sector, the Uttar Pradesh government introduced the “Food Processing Industry Policy 2023”. This policy has already led to the approval of 19 new projects and includes provisions such as production-linked subsidies, interest assistance, land use concessions, stamp duty exemptions, and relief on development charges. The policy also encourages the adoption of solar energy, cold-chain infrastructure, cluster models, and technological innovations to strengthen the industrial framework.

From Raw Materials to Finished Products

The core focus of the policy is to create a robust value chain by utilizing locally available raw materials. This will benefit farmers, processors, and entrepreneurs alike. Uttar Pradesh’s geographical advantages, low production costs, and skilled workforce make it an attractive investment hub for food processing, positioning the state to become India’s most prominent destination for food industry investments.
