Lucknow: As Uttar Pradesh’s top bureaucrat Manoj Kumar Singh nears retirement on July 31, 2025, uncertainty surrounds the leadership transition in the state’s administrative hierarchy.
Widely seen as a close confidant of Chief Minister Yogi Adityanath, Mr Singh may continue if the state proposes – and the Centre approves – an extension. If not, a new Chief Secretary could soon be named, with several 1989 and 1990 batch officers emerging as frontrunners.
Close Ties With CM Could Favor Extension
Mr Singh, a 1988 batch IAS officer, has long been considered a trusted aide of Chief Minister Yogi Adityanath. His proximity to the CM, coupled with his track record, has led to growing whispers that the government may recommend an extension of service.
Sources suggest that a proposal is under active consideration and could be sent to the Centre, which holds the final say on such extensions.
If No Extension, Who’s in the Running?
If the extension is not granted, the field opens up primarily to 1989 batch officers – with three notable names in the mix-
S.P. Goyal: The Frontrunner
- Current Role: Additional Chief Secretary to the Chief Minister
- Credentials: Holds key departments including Civil Aviation, Estate, and serves as Additional Resident Commissioner
- Strength: Has worked closely with Adityanath for eight years and is considered his most trusted bureaucrat
- Retirement: Due in 2027, giving him enough runway for impactful leadership
Devesh Chaturvedi: Delhi-Based Technocrat
- Current Role: Secretary, Ministry of Agriculture and Cooperation (GoI)
- Strength: Known for administrative sharpness and a clean image
- Hurdle: On central deputation since August 2024, his return to the UP cadre is uncertain
Anil Kumar: Out of the Race
- Current Role: Chairman, Revenue Board
- Status: Despite seniority, sources say he is not being considered for the top job
Enter Deepak Kumar: The 1990 Batch Dark Horse
A recent appointment has added a twist to the succession puzzle. Deepak Kumar, a 1990 batch officer, was named Agriculture Production Commissioner (APC) and is already Additional Chief Secretary (Finance). He also oversees Basic and Secondary Education.
