Lucknow: Chief Minister Yogi Adityanath has unveiled an ambitious vision to transform Uttar Pradesh into a developed state by 2047, coinciding with India’s centenary of independence. The strategy focuses on rural youth empowerment, higher education, modern infrastructure, agricultural productivity, and regional equity, aiming to position UP as a $6 trillion economy, contributing around 20% to India’s projected GDP.

Historical Context: Challenges Before 2017

Before 2017, UP faced multiple challenges in education and rural development:

  • Limited access to technical and higher education, with 526 polytechnics and 2,642 ITIs.
  • Weak research and innovation infrastructure.
  • Rural communities lacked basic amenities such as pucca housing, roads, electricity, and potable water.
  • Panchayats struggled with limited resources and administrative capacity, affecting program delivery.

Progress Since 2017: Key Achievements

The Yogi government has undertaken several reforms over the past eight and a half years:

Education and Skill Development

  • Expansion of higher education: 24 state universities and 49 private universities, including 6 new state and 23 new private universities.
  • Technical education scaled up: 3,310 ITIs and 2,138 polytechnic institutes.
  • Modernization partnerships: Over 150 government ITIs upgraded with Tata Technologies collaboration.
  • Quality assurance: 95+ institutions accredited by NAAC, 67 institutions included in national rankings.
  • Digital inclusion: 49.86 lakh tablets and smartphones distributed to students.

Rural Infrastructure

  • Housing: 56.90 lakh families received pucca houses; 36.34 lakh houses completed under PM Awas Yojana.
  • Roads and connectivity: 1,385 km new roads, 25,000 km road upgrades, 165 block headquarters connected via two-lane roads.
  • Water security: 550 gram panchayats linked to Atal Jal Yojana, creation of Amrit Sarovars.
  • Panchayati Raj empowerment: 24,489 new panchayat buildings, secretariats in every village, and appointments of panchayat assistants for effective governance.

Agriculture, Dairy, and Rural Economy

  • Boost to agriculture through seed parks, crop diversification, and food processing units.
  • Long-term goal to elevate grain, fruit, and vegetable productivity to world-class standards.
  • Development of modern agricultural research centers and livestock science institutions, aiming to make UP a global leader in milk and egg production.
  • Generation of over one crore rural jobs through enhanced agricultural and dairy productivity.

Vision 2047: Strategic Goals

  • Achieve a $6 trillion economy by 2047 with 16% consistent growth from 2025 onwards.
  • Raise per capita income to ₹26 lakh through education, skill development, and enhanced agricultural productivity.
  • Eliminate regional disparities, particularly between Purvanchal, Bundelkhand, and Western UP.
  • Ensure social security, poverty eradication, modern waste management, and universal pucca housing.
  • Transform rural UP into hubs of productivity, innovation, and export-oriented growth.

Implementation and Governance

  • District-level task forces led by experienced officials, retired IAS/IPS officers, and sector specialists for monitoring and execution.
  • Integration of public feedback and consultations to ensure citizen-centric development.
  • Alignment with PM Modi’s “Viksit Bharat @2047” vision, with UP as a growth engine driving national progress.

UP’s Vision 2047 is a comprehensive roadmap combining education, rural infrastructure, agricultural modernization, and digital inclusion to achieve sustainable and inclusive growth. By addressing fundamental sectors, the state aims to unlock its full economic potential, positioning itself as a key contributor to India’s global competitiveness by the centenary year.
