Dehradun: In a strategic move to strengthen border areas and improve quality of life for residents, 40 villages in Uttarakhand near the Nepal border have been selected under the Vibrant Village Programme (VVP) 2.0, a senior government official announced on Wednesday.
These villages are spread across six development blocks in Champawat, Pithoragarh, and Udham Singh Nagar districts, according to Anuradha Pal, Additional Secretary and Nodal Officer for VVP in Uttarakhand.
Action Plan in the Works; Inputs Sought from Districts
As part of the preparation phase, an action plan is currently being developed in line with the Centre’s guidelines. District administrations have been asked to submit detailed proposals focusing on key development areas such as-
- Livelihood generation
- Housing
- All-weather road connectivity
- Communication and TV network
- Electricity supply
- Farming and horticulture development
- Education and health infrastructure
- Promotion of local tourism
- Incentives for Self-Help Groups (SHGs)
This holistic approach is aimed at creating sustainable, self-reliant communities while also addressing migration from remote border villages.
Nepal Border Villages Under Focus in Phase 2
Uttarakhand shares a 275 km-long international border with Nepal, making development in these strategically located villages both a security and social priority. The selected villages in the second phase are expected to receive targeted investment to help retain population and prevent border area depopulation.
Success of Phase 1 Set the Stage
Pal highlighted the progress made in Phase 1 of the programme, which focused on 51 villages near the China border in Chamoli, Pithoragarh, and Uttarkashi districts. A total of 184 projects worth ₹186.16 crore were launched to uplift local infrastructure and livelihood.
Work is already in progress on 162 projects, with the rest at various stages of planning or approval. The objective remains to improve living conditions and promote community resilience in these remote, high-altitude regions.
Strategic Development for Security and Sustainability
The Vibrant Villages Programme is a flagship initiative by the Government of India aimed at strengthening infrastructure and human development in border areas, thereby deterring outmigration and reinforcing India’s territorial integrity through populated, economically viable settlements.
With VVP 2.0 now expanding its reach to the Nepal-facing villages, Uttarakhand is emerging as a key beneficiary of border-area transformation, blending national security with grassroots development.
About Vibrant Villages Programme
Government approved Vibrant Villages Programme (VVP) as a Centrally Sponsored Scheme on 15th February, 2023 for comprehensive development of the select villages in 46 blocks in 19 districts of abutting northern border in the States of Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand and UT of Ladakh.
The programme envisages focused areas of interventions in the select villages for creation of opportunities for livelihood generation through promotion of tourism & cultural heritage, skill development & entrepreneurship and development of cooperative societies including agriculture/horticulture, cultivation of medicinal plants/herbs etc. the interventions also include providing road connectivity to unconnected villages, housing & village infrastructures, energy including renewable energy, television & telecom connectivity. The objective of the programme is to create sufficient incentives for people to stay on in the selected villages.
