During the Monsoon Session of Parliament, Haridwar MP and former Chief Minister Mr. Trivendra Singh Rawat raised a query to the Ministry of Rural Development regarding road connectivity initiatives in Uttarakhand under Phase III of the Pradhan Mantri Gram Sadak Yojana (PMGSY). In response, Minister of State for Rural Development Mr. Kamlesh Paswan confirmed that 212 roads spanning 2,288 km and 9 bridges have been sanctioned for the state under PMGSY-III.
Focus on Rural Access and Sustainable Construction
According to Mr. Paswan’s written reply, the roads sanctioned under PMGSY-3 aim to strengthen rural connectivity by linking agricultural markets, senior secondary schools, and healthcare centres through strategic through-routes. The initiative is seen as a key contributor to socio-economic inclusion and development in remote areas of Uttarakhand.
The Minister also highlighted the emphasis placed on using green and sustainable construction technologies. These include cold mix technology, recycled plastic, full depth reclamation (FDR), cell-filled concrete, and panelled cement concrete. Such methods are designed to lower the carbon footprint of rural infrastructure projects, reduce reliance on traditional raw materials, and enhance environmental sustainability.

Mr. Trivendra Singh Rawat expressed gratitude to Prime Minister Mr. Narendra Modi and the Ministry of Rural Development for the approvals under PMGSY-3. He noted that the newly sanctioned roads will play a vital role in connecting Uttarakhand’s remote and hilly regions to the mainstream by improving access to education, healthcare, and local markets. He added that the move is a significant step toward achieving the inclusive and integrated development of the hill state.
