Strategic and Developmental Importance

Uttarakhand shares nearly 275 km of border with Nepal, making these villages strategically significant. Local villagers often serve as the first line of communication for security agencies regarding any border movement. However, migration has remained a major challenge in these remote areas. The Vibrant Village Program (VVP) aims to reverse this trend by creating opportunities for livelihood, infrastructure, and connectivity.

Progress under the First Phase

In the first phase of the Vibrant Village Program, 51 villages in Chamoli, Pithoragarh, and Uttarkashi districts, situated along the China border, were included. A total of 184 schemes worth Rs. 186.16 crore were sanctioned, with work underway in 162 of them. These initiatives are already reshaping the socio-economic landscape of these villages.

Expansion to Nepal Border Villages

The Vibrant Village Program 2.0 has now been extended to 40 villages across Champawat, Pithoragarh, and Udham Singh Nagar districts along the Nepal border. The Union Government has issued guidelines to ensure effective implementation. Each village will have a nodal officer, and information regarding area, population, existing schemes, and development status will be uploaded on the Vibrant Village Portal after physical verification.

Ms. Anuradha Pal, Additional Secretary and State Nodal Officer of the Vibrant Village Program, said, “Through the District Magistrates, nodal officers will be nominated for each village. A blueprint of schemes tailored to local needs will be uploaded on the portal for effective monitoring.”

Ten-Point Action Plan for Development

The development roadmap for these villages will cover ten key areas:

  • All-weather road connectivity
  • 4G telecom and television services
  • Electrification through grid supply
  • Livelihood generation
  • Housing development
  • Agriculture and horticulture promotion
  • Education facilities
  • Health infrastructure
  • Tourism development
  • Support for self-help groups (SHGs)

These initiatives will address both basic necessities and long-term economic growth, making the villages self-reliant and sustainable.

Villages to be Transformed

The program will benefit villages in three districts:

  • Pithoragarh: Bagarihat, Dwalisera, Dyora, Titri, Chamtoli, Baltari, Gethigara, Haldu, Jamtari, Kanari, Quitar, Tramiya, Tarigaon, Rajuda, Film, Kalika, Ramtoli, Dharchula countryside, Jumma, Syankuri, Jaikot, Pangla, Budhi, and more.
  • Champawat: Pasum, Mandua, Tarkuli, Amni, Sailagad, Tamli, Polap, Devipur, Sailani Goat, Naighunt, Chuka.
  • Udham Singh Nagar: Banmaholiya, Narayan Nagar (Dam Gara), Kumraha, Sisiya-Bandha, Nagla Terai.

A New Ray of Hope

The Vibrant Village Program 2.0 promises to change the picture of border villages by combining strategic focus with inclusive development. Improved connectivity, better healthcare, education, and tourism prospects are expected to revive these villages, curb migration, and strengthen the social fabric of border communities.
