West Bengal’s Electoral Overhaul Gets a Boost: Election Commission Deploys Five Senior IAS Officers as Special Roll Observers

The Election Commission has appointed five senior IAS officers as Special Roll Observers for West Bengal. These appointments aim to enhance oversight of the Special Intensive Revision exercise, which plays a crucial role in maintaining accurate and transparent electoral rolls.

Each observer has been assigned a specific division to ensure closer monitoring and stronger adherence to established guidelines. Officials stated that the move will support error-free revision and strengthen the accountability of field-level teams.

Five Senior IAS Officers Assigned as Special Roll Observers

The EC has placed experienced officers from different ministries in charge of the state’s major divisions. Their assignments include:

• Mr. Kumar Ravi Kant Singh, Joint Secretary, Ministry of Defence – Presidency Division

• Mr. Niraj Kumar Bansod, Joint Secretary, Ministry of Home Affairs – Medinipur Division

• Mr. Krishna Kumar Nirala, Joint Secretary, I&B Ministry – Burdwan Division

• Mr. Alok Tiwari, Joint Secretary, Department of Economic Affairs – Malda Division

• Mr. Pankaj Yadav, Joint Secretary, Department of Rural Development – Jalpaiguri Division

Their mandate includes supervising electoral roll-related work, evaluating data accuracy and ensuring strict compliance with EC procedures.

Additional Supervisory Framework Already in Place

Earlier, the EC had appointed retired IAS officer Mr. Subrata Gupta as Special Roll Observer for the SIR. In addition, a 12-member team of IAS officers has been deployed as Electoral Roll Observers.

These officers are responsible for helping District Election Officers and Electoral Registration Officers implement corrective measures wherever required.

Ensuring Transparency, Accountability and Error-Free Data

Officials at the CEO’s office stated that the presence of Special Roll Observers will increase transparency and improve the quality of monitoring.

Key responsibilities include:

• Supervising enumeration and verification processes

• Ensuring compliance with EC norms

• Reviewing data submitted from districts

• Strengthening error detection and correction

• Enhancing coordination with district teams

The intention is to ensure completely verified, error-free entries in the state’s electoral rolls.

Supreme Court Calls for Relief to Overburdened BLOs

In response to complaints regarding excessive work pressure on Booth Level Officers involved in the time-bound revision, the Supreme Court directed states and Union Territories to consider deploying more staff. The aim is to reduce the workload of BLOs and ensure smoother completion of the revision exercise.

Over 54 Lakh Forms Identified as Uncollectable

So far, 54.59 lakh enumeration forms have been marked as uncollectable. These entries fall under absentee, duplicate, dead or permanently shifted categories. Officials emphasize that the entire dataset will undergo thorough verification to maintain accuracy.

SIR Schedule and Publication of Rolls

The Special Intensive Revision in West Bengal started on November 4 with the distribution of forms. The process will continue until December 11.

Key dates:

• Draft electoral rolls: December 16

• Final voters’ list: February 14, 2026

The EC expects the revised rolls to reflect improved accuracy and greater transparency following enhanced monitoring.
