New Delhi: In a major recognition of his distinguished four-decade-long career in diplomacy, former Foreign Secretary Harsh Vardhan Shringla, an IFS (Indian Foreign Service) officer of 1984 batch, has been nominated to the Rajya Sabha by President Droupadi Murmu.
Along with IFS Shringla, the President has also nominated renowned lawyer Ujjwal Nikam, RSS leader and educationist C. Sadanandan Master, and historian Dr. Meenakshi Jain as members of the Upper House of Parliament.
This nomination marks a historic moment in Shringla’s illustrious career and comes as a symbolic recognition of his role in shaping India’s foreign policy and its global image over the years.
Who is Harsh Vardhan Shringla?
Mr Shringla is a veteran diplomat and former Foreign Secretary of India, who joined the Indian Foreign Service (IFS) in 1984. A graduate of St. Stephen’s College, Delhi University, he was the youngest officer in his IFS batch and went on to serve India across key global missions and strategic diplomatic positions.
Before his IFS career, Shringla had a short stint in India’s corporate and public sector, giving him a diverse professional foundation.
A Career Marked by Diplomacy and Strategy
IFS Shringla served as–
- Ambassador to Thailand (2014–2016)
- High Commissioner to Bangladesh (2016–2019)
- Ambassador to the United States (Jan 2019–Jan 2020)
It was during his tenure in Washington that he played a crucial role in organizing the landmark ‘Howdy Modi’ event in Houston, Texas – a massive outreach to Indian-Americans that also saw the presence of then-U.S. President Donald Trump.
Tenure as Foreign Secretary & the G20 Success
Mr Shringla became India’s 33rd Foreign Secretary, serving from January 29, 2020, to April 30, 2022 – a period marked by global disruption due to the COVID-19 pandemic. Despite challenges, Shringla was instrumental in coordinating India’s global vaccine diplomacy and managing critical bilateral ties, including during border tensions with China.
His diplomatic finesse was again on full display in 2023, when he was appointed Chief Coordinator of India’s G20 Presidency. Under his leadership, India achieved the rare feat of securing consensus on the ‘Delhi Declaration’ on the very first day of the summit – a landmark moment in multilateral diplomacy.
Key Contributions in MEA & Regional Diplomacy
In the Ministry of External Affairs, Shringla has served in various capacities-
- Joint Secretary (Bangladesh, Sri Lanka, Myanmar, Maldives)
- Head of UN Political & SAARC Divisions
- Oversaw critical portfolios including Nepal, Bhutan, and Western Europe
His postings and responsibilities have made him a key architect of India’s neighbourhood-first policy and multilateral engagement strategy.
Rajya Sabha Nomination: A Recognition of Service
Mr Shringla’s nomination to the Rajya Sabha is being seen as a move to bring seasoned expertise in foreign policy and international relations to Parliament. With India poised for greater global leadership, voices like his will be vital in shaping legislative discussions on diplomacy, trade, security, and global governance.
