In a major push for equitable grassroots development, Uttar Pradesh Chief Minister Yogi Adityanath has announced the Annual Delta Ranking for 2024–25 under the Aspirational Development Block (ADB) Scheme. The initiative aims to uplift the most backward blocks through data-based evaluation, financial incentives, and competitive development strategies.
Top 5 Blocks to Receive Rs 20 Crore

The top-performing blocks in the annual Delta Ranking will receive incentives worth Rs 20 crore. The Jalaun development block secured the first position and will receive Rs 2.5 crore. Rampura (Jalaun) stood second with Rs 1.5 crore, followed by Devkali (Ghazipur) in third place, which will receive Rs 1 crore. Vishnupura (Kushinagar) and Madihan (Mirzapur) took the fourth and fifth spots, receiving Rs 50 lakh each.
Evaluation Based on Five Key Sectors
The Delta Ranking assesses the development blocks on performance across five critical sectors:
- Health and Nutrition: Rampura (Jalaun), Khesraha (Siddharthanagar), Jalaun
- Education: Jalaun, Rampura, Devkali
- Agriculture: Vishnupura (Kushinagar)
- Infrastructure: Saidnagar (Rampur)
- Social Development: Saidnagar (Rampur)
Monthly progress was tracked, and annual averages determined the final rankings.

Chief Minister Yogi Adityanath stated, “Our aim is to ensure that no region of the state remains deprived of development. The Aspirational Development Block scheme provides facilities and opportunities to every village and household.”
He added that the ranking process would be expanded to include more blocks in the future, boosting both competition and development outcomes.
Scheme Objectives and Impact
The ADB scheme is modeled after NITI Aayog’s Aspirational Districts Programme and is aimed at ensuring bottom-up development through:
- Fair, data-driven evaluation
- Incentivized performance-based competition
- Improved implementation of schemes in rural and backward areas
- Promotion of local governance and citizen participation
The awarded incentive amounts will be directed toward local infrastructure development, including better education facilities, health services, agricultural advancements, drinking water, roads, and electricity.
Expert Opinion: Ranking Will Spur Ground-Level Change
Administrative expert Dr. R.N. Verma commented, “This ranking and reward model ensures that government schemes move from paper to practice. It activates local administrators and delivers real benefits to the public.”
With block-level rankings now institutionalized, BDOs, DMs, and Gram Panchayats are expected to increase their developmental outreach, making Uttar Pradesh’s villages active contributors to the state’s growth trajectory.
