In a historic development for Gujarat’s judicial and administrative landscape, Chief Minister Mr. Bhupendra Patel announced the appointment of more than 1,500 advocates as notaries at a single event — a first since the state’s formation in 1960. The ceremony, held at Gujarat National Law University (GNLU), was attended by top state officials, legal luminaries, and newly appointed notaries.
Speaking at the function, Mr. Patel described the occasion as “a historic day for Gujarat’s legal fraternity,” emphasizing that such a large-scale appointment underscores the state government’s enduring commitment to the principle of ‘Justice to All, Appeasement to None’, inspired by the leadership of Prime Minister Mr. Narendra Modi.
Empowering Justice Through Digital Transformation
Alongside the mass appointment, Mr. Patel launched Gujarat’s first e-portal for notaries, a digital platform designed to streamline the application, appointment, and document verification processes. This marks another step in the state’s ongoing journey toward paperless governance and digital transparency.
“The new notary portal is aligned with Prime Minister Mr. Narendra Modi’s Digital India vision,” Mr. Patel said. “It ensures that every applicant has equal opportunity, with the entire process now being online — from uploading documents to tracking application status. This initiative will save time, reduce paperwork, and enhance efficiency.”
According to Mr. Patel, the portal will securely store notarised documents, maintaining a centralised and authenticated digital record that strengthens the legal system’s integrity.
Notaries: The Cornerstone of Trust and Legal Integrity
Highlighting the role of notaries in the justice ecosystem, Mr. Patel noted that notaries are instrumental in building public trust and ensuring the authenticity of documents, which in turn supports both the legal system and the economy.
“Documents notarised by notaries receive immediate legal recognition, making their acceptance in courts and institutions smoother and more credible,” he said. “This initiative will directly enhance the ease of doing business in Gujarat and accelerate the pace of justice delivery.”
Mr. Patel further emphasised that the digitisation of legal procedures would contribute to environmental sustainability by reducing paper consumption, symbolising the state’s forward-looking approach toward green and efficient governance.
Expanding Opportunities for Legal Professionals
Deputy Chief Minister Mr. Harsh Sanghavi, who also attended the event, lauded the Chief Minister’s vision and revealed that the number of notary positions in Gujarat has now been increased from 2,900 to 6,000.
“This expansion will not only benefit thousands of advocates but will also ensure that legal services reach every corner of the state,” Mr. Sanghavi stated. “Under the leadership of Mr. Bhupendra Patel, Gujarat continues to empower its legal fraternity and strengthen public access to justice.”
The event was jointly organized by the Law Department and the Gujarat Bar Council, with key dignitaries including Chief Secretary Mr. Manoj Das, Advocate General Mr. Kamal Trivedi, Joint Secretary Mr. H. S. Verma, and GNLU Registrar Mr. Nitin Malik.

The mass notary appointment and the launch of the digital portal mark a significant administrative milestone for Gujarat. This initiative reflects the government’s dual focus on institutional empowerment and citizen-centric governance.
