With rising aspirations and limited job opportunities, many young people in Jharkhand are choosing to build their own businesses. To support this vision, the Jharkhand government under Chief Minister Mr. Hemant Soren is successfully implementing the Chief Minister Employment Generation Scheme (CMEGP). The initiative has become a major enabler of youth entrepreneurship, offering financial support, simplified procedures and a developmental framework that empowers economically weaker sections.
What Is the Chief Minister Employment Generation Scheme?
The CMEGP scheme provides easy-access loans ranging from Rs. 50,000 to Rs. 2.5 million for unemployed youth belonging to ST, SC, OBC and minority communities. One of its standout features is the low-interest structure, coupled with a generous 40 percent subsidy to reduce repayment burden. The scheme aims to nurture micro and small enterprises across the state while ensuring inclusive growth.
Key Features Designed for Business Success
Under the scheme, youth receive a range of financial and administrative advantages, including:
- Loans from Rs. 50,000 to Rs. 2.5 million for new business ventures
- Subsidy up to Rs. 5 million or 40 percent of the loan amount (whichever is lower)
- No guarantee required for loans up to Rs. 50,000
- Guarantee required for loans between Rs. 50,001 to Rs. 2.5 million
- Loan EMIs calculated only after deducting the subsidy
- Applicants must contribute a 10 percent margin for loans above Rs. 50,000
These features make the scheme both accessible and practical for first-generation entrepreneurs.
Eligibility Criteria for Youth Beneficiaries
To ensure that genuine and deserving individuals benefit, the CMEGP outlines clear eligibility conditions:
- Age between 18 and 50 years
- Permanent resident of Jharkhand
- Annual family income not exceeding Rs. 5 lakh (urban and rural)
- Applicant must not be a bank defaulter
- Applicant must not be employed in any government or semi-government organization
- Persons with disabilities must have at least 40 percent disability
The structured eligibility ensures support reaches families needing economic upliftment.
Environment-Friendly and Ethical Business Rules
The scheme excludes businesses that may harm the environment or promote intoxicant trade. Projects involving polythene bags, carry bags, hazardous packaging materials, alcohol or liquor-based products and toddy-related trades are not eligible. This aligns the scheme with sustainable development and ethical economic practices.
Building an Entrepreneurial Ecosystem in Jharkhand
Through financial support, transparent guidelines and a strong subsidy mechanism, the CMEGP is nurturing thousands of young entrepreneurs. The scheme reflects the government’s commitment to economic decentralization, job creation and empowerment of socially disadvantaged groups.
By promoting responsible, sustainable and community-oriented businesses, Jharkhand is paving the way for a new generation of self-reliant youth who contribute meaningfully to the state’s economic growth.
