The Jharkhand government has announced measures to increase membership in Primary Agriculture Cooperative Societies (PACS), expand their activities, and introduce digitalization across the state. The initiative was unveiled during a function marking the International Year of Cooperatives and the Silver Jubilee of NABARD in Jharkhand on Wednesday. State officials highlighted the crucial role of PACS in enhancing rural livelihoods and driving agricultural development.

Acknowledging the Gap in Cooperative Development
Senior officials admitted that Jharkhand’s cooperative movement lags behind other states in India. Agriculture Secretary Mr. Abu Bakr Sidiqui emphasized that cooperatives can contribute beyond agriculture, including healthcare, road construction, and hospitality sectors, citing Kerala as an example. He urged PACS office bearers to ensure that no family in their panchayats is left out from cooperative membership, aiming for inclusive growth and community participation.
Current Membership and Potential Growth
Official data reveals that the average membership per PACS in Jharkhand is 373, significantly lower than the national average of 1,197. The total current membership in the state stands at 1,661,131, while the potential membership is 4,718,522, highlighting substantial room for expansion. The state government plans to bridge this gap through outreach, awareness campaigns, and better infrastructure for cooperative societies.
Computerisation and Modernisation of PACS
A key focus of the initiative is the computerisation and digitalisation of PACS, which will streamline operations, enhance transparency, and enable better service delivery to farmers. Officials stressed that modernised PACS will not only strengthen agriculture but also improve financial inclusion and access to credit for rural communities.

By prioritising the growth and modernisation of PACS, the Jharkhand government aims to empower farmers, boost agricultural productivity, and support rural development.
