Punjab Marks Four Years of AAP Rule: Daytime Power to Farmers, Drug Crackdown and Road Safety Force

Canal revival, daytime power to farmers, anti-drug campaign and road safety emerge as key governance claims

Chandigarh: Completing four years in office, the Punjab government led by Chief Minister Bhagwant Mann has placed agriculture revival, anti-drug enforcement and policing reforms at the centre of its governance achievements, presenting them as structural interventions aimed at long-term state recovery.

According to the Punjab government, the state has undertaken large-scale reforms in irrigation, rural infrastructure and law enforcement, while intensifying action against narcotics networks.

Daytime Power Supply, Canal Revival Highlight Farm Push in Punjab

For the first time in Punjab’s history, farmers are being provided eight hours of uninterrupted daytime electricity for irrigation, replacing the traditional night-time supply pattern.

The government said 18,349 neglected canals have been revived, helping irrigation water reach tail-end agricultural fields that had remained dry for years. This has been presented as one of the most significant rural interventions under the current administration. 

Sugarcane farmers are now receiving ₹416 per quintal, which the government described as the highest rate in the country, while crop loss compensation has been fixed at ₹20,000 per acre.

To tackle stubble burning, 1.58 lakh crop residue management machines have been provided to farmers on subsidy.

Rural Infrastructure and Village Development

Punjab has rebuilt over 40,000 km of rural link roads with five-year maintenance guarantees, described as the largest such exercise in state history.

The government also stated that 13,414 village ponds have been cleaned and upgraded, while 664 covered sheds have been constructed in mandis, along with solar panel installations across 36 mandis.

Under Mahatma Gandhi National Rural Employment Guarantee Act implementation, around nine lakh workers received employment, generating 2.3 crore workdays and over ₹1,100 crore in wage payments. 

Major Crackdown Under Anti-Drug Campaign

The government’s anti-drug campaign Yudh Nashean Virudh has been projected as one of its most aggressive law enforcement initiatives.

According to official figures, 68,389 FIRs have been registered and 92,264 arrests made under narcotics-related cases over four years. Authorities claim 5,480 kg heroin has been seized, while properties worth ₹760 crore linked to smugglers have been confiscated. 

The state has also expanded rehabilitation infrastructure, increasing de-addiction bed capacity by 360%, from 1,455 beds to 5,255 beds.

Village-based monitoring structures have also been introduced, with more than 1.5 lakh citizens participating in defence committees and over 15,000 “Pind De Pehredar” deployed.

Law and Order, Gangster Crackdown and Border Security

Punjab Police operations under Gangsteraan Te Vaar and Operation PRAHAR reportedly led to 44,424 raids and the arrest of 14,722 gangsters, including proclaimed offenders.

Authorities also dismantled 76 terror-linked modules and arrested 486 terror suspects or radical elements, according to the report. 

For border monitoring and anti-smuggling control, nine anti-drone systems have been deployed, while 12,197 police personnel have been recruited during the period.

The government said ₹1,156 crore has been invested in police modernization, cyber infrastructure and operational upgrades.

Sadak Surakhya Force Reduces Accident Fatalities

Punjab’s Sadak Surakhya Force, described as India’s first dedicated road safety force, has been credited with reducing road accident deaths by 50.12%.

The force has reportedly provided timely emergency assistance to over 47,000 accident victims across the state. 

Financial Indicators and Revenue Position

The government also cited stronger revenue performance, reporting excise earnings of ₹53,122 crore, nearly double the previous levels.

GST collections stood at ₹83,739 crore in 46 months, while revenue from stamp duty and registration reached ₹30,367 crore. Punjab’s debt-to-GSDP ratio has reportedly declined from 48.25% in 2022 to 44.47% in 2026.
