Chief Minister Mr. Pushkar Singh Dhami delivered an inspiring and forward-looking address to IAS officers during the ongoing Administrative Officers’ Conference (AOC) on Saturday. Senior bureaucrats, including Chief Secretary Mr. Anand Bardhan, along with young administrative officers, participated in the meeting, which focused on enhancing Uttarakhand’s governance framework.

Welcoming the officers, Mr. Dhami clarified that his message was not a formal speech but a heartfelt conversation about the state’s administrative journey. He noted that Uttarakhand’s progress over the past 25 years has been shaped by the unwavering dedication, hard work, and foresight of its administrative machinery. He emphasized that the state’s accomplishments stand as testimony to the commitment of its officers.

Calling the current moment a turning point, the Chief Minister urged officers to move ahead with renewed energy, speed, and resolve. He highlighted that the next five years will be critical in elevating Uttarakhand to new developmental benchmarks where every citizen can sense positive transformation. He stressed that every decision, scheme, and reform must be transparent, goal-oriented, and time-bound.
Need for Speed, Efficiency, and Visible Ground Impact
Mr. Dhami underscored the need for faster disposal of files and immediate on-ground impact of approved plans. Strengthening accountability mechanisms at every level, he urged IAS officers to adopt a delivery-focused governance model that ensures transparency, efficiency, and public trust. He added that public feedback plays a crucial role in shaping administrative credibility.
Public Service as a Responsibility, Not a Position
Reminding officers of the core purpose behind choosing civil services, Mr. Dhami said that IAS officers do not join this profession for monetary benefits, positions, or security, but with a deeper desire to serve the nation. He emphasized that their decisions influence the lives of millions, making sensitivity, foresight, and factual thinking essential qualities.
Prioritizing Public Trust and Minimizing Red Tape
The Chief Minister acknowledged that issues like red tape, file delays, and unaddressed complaints can tarnish the administration’s image. He urged officers to place public trust at the forefront of their responsibilities and ensure that grievances are resolved efficiently. He reiterated that governance must reflect responsiveness and empathy.
