Patna: Bihar’s 2026-27 budget, recently passed in the state assembly, has been hailed as a historic step towards inclusive development, emphasizing agriculture, industrial growth, and social welfare. Sugarcane Minister Sanjay Kumar stated that the budget aligns with Prime Minister Narendra Modi’s vision of a “Developed India” and Chief Minister Nitish Kumar’s model of good governance, focusing on empowerment of marginalized sections of society.
‘Bihar First, Bihari First’ Philosophy at the Core
The budget embodies the vision of young leader Chirag Paswan, prioritizing the welfare of the poor, farmers, youth, women, and workers. Key sectors such as education, healthcare, and infrastructure are given special attention, ensuring that development reaches the grassroots level.

Major Announcements for Sugarcane Farmers
The sugarcane industry received a significant boost through enhanced pricing measures:
- ₹15/quintal increase for superior and normal sugarcane
- ₹20/quintal increase for lower-grade sugarcane
- Additional ₹10/quintal benefit for farmers, aimed at doubling their income
Revival of Sugar Mills and Industrial Growth
Under the “Seven Resolves-2” initiative, the government plans to revive defunct sugar mills and establish new ones in a phased manner. This move aims to strengthen the industrial backbone of Bihar while boosting employment and income opportunities.
Technological Advancement and Certified Seeds Distribution
A provision of ₹49 crore has been allocated for advanced sugarcane cultivation across 28,000 acres. The program also includes distribution of 7 lakh quintals of certified seeds at subsidized rates, ensuring quality and higher yields for farmers.
Future Initiatives for Agriculture and Infrastructure
For FY 2026-27, the budget also supports the establishment of modern tissue culture labs and a sugarcane transport subsidy for non-sugar mill areas, further enhancing productivity and profitability for farmers.

Minister Sanjay Kumar emphasized that this budget is not merely a financial statement but a roadmap for Bihar’s development, respect, and opportunities for all citizens.
