Inside the ₹60-Crore Land Scam on Yamuna Expressway: How UP’s Aligarh Police Tracked It Down & When the Fraud Began

Tappal Police uncovered a ₹60-crore land scam on the Yamuna Expressway involving fake plots and forged documents, leading to arrests and a major property seizure, ending years of investor and farmer fraud.

A high-profile land scam worth ₹60.89 crore has been busted along the Yamuna Expressway, where hundreds of unsuspecting investors were duped through fraudulent land deals and forged documents. A company named JSM Group, operating from Noida West, was allegedly run by three individuals – Ajit Kumar Raman, Shravan Kumar, and Praveen Kumar Patel – who posed as real estate developers while orchestrating an elaborate con involving fake plots, doctored maps, and illegal transactions.

The trio operated systematically, targeting small investors from Delhi, Noida, and neighboring states. Each weekend, they hosted flashy events in makeshift tents, promising astronomical returns on land investments. But beneath the glossy brochures and confident pitches lay a web of deceit. The land they showcased did not belong to them – much of it was agricultural land still under cultivation or legally owned by unsuspecting farmers.

Indian Masterminds interacted with 2021-batch IPS officer Amrit Jain, SP Rural, Aligarh, to learn more about the scam and the covert police operation that busted it.

Undercover and Uncompromising: How Police Blew the Lid Off

Disturbed by rising complaints and murmurs of malpractice, Mr Jain launched a covert investigation that would lead to one of the biggest crackdowns in the district’s recent history. Accompanied by CO Khair Varun Singh and SHO Tappal Arun Kumar, the team went undercover, posing as investors to witness the fraud firsthand.

At the site, the police team observed investors being shown specific plots and sold grand visions of a future township. But upon investigation, these plots were found to be either mismatched or entirely fictitious. In many cases, even the surrounding farmers were unaware that their lands were being “sold” by strangers.

“This wasn’t just fraud – it was an assault on the trust of common people,” said SP Amrit Jain. “These men hid behind corporate branding, but behind the facade was a well-oiled gang looting both farmers and investors.”

Long Trail of Lies: Years of Deception Uncovered

Records from the Tappal Police Station confirmed that the gang had been operating since 2020, with multiple FIRs registered against them under serious IPC sections – including cheating, forgery, criminal intimidation, and criminal breach of trust. Ajit Kumar Raman, identified as the gang’s ringleader, already had at least eight previous cases registered against him. His associates, Shravan Kumar and Praveen Kumar Patel, had similarly extensive criminal backgrounds.

The JSM Group not only deceived individual investors but also committed large-scale fraud against the Yamuna Expressway Industrial Development Authority (YEIDA). They sold plots without mandatory approvals, submitted forged site maps, and produced fabricated ownership documents. Investors, hoping to visit their newly purchased plots, often found either active farmland or plots bearing entirely different survey numbers.

The Legal Strike: Property Worth ₹60 Crore Seized

After the case (292/2025) was registered under Sections 2/3 of the Gangster Act, the Tappal Police swiftly prepared a detailed report to initiate seizure proceedings under Section 14(1) of the Act. A total of 40,596.613 square meters of land in village Goraula, near the Yamuna Expressway, was identified as fraudulently acquired.

Following the report’s submission, the Hon’ble Court approved the seizure. Acting on the District Magistrate’s orders, the team attached property worth ₹60,89,49,195, putting a decisive end to the gang’s illicit operations.

“Our goal wasn’t just to arrest the culprits,” said SP Jain. “It was to strike at the root of their motive – illegal wealth. Confiscating their property sends the strongest possible message.”

The Victims: Farmers, Investors, and a Deep Betrayal of Trust

The crimes of the JSM Group were threefold

Misrepresentation: They presented farmland belonging to others as their own and sold it illegally.

Forgery: They manipulated land-use records and sold agricultural plots as residential without obtaining conversions.

Intimidation: When investors demanded refunds after uncovering the scam, they were threatened and driven away.

Complaints began pouring in throughout 2023, and several cases were registered. Yet the group continued to operate until this recent crackdown.

Criminal Profiles of the Accused

Ajit Kumar Raman, the alleged kingpin, is a resident of Greater Noida with at least eight prior criminal cases.

Shravan Kumar and Praveen Kumar Patel, his associates, also have long criminal records involving forgery, cheating, and intimidation.

All three have been booked under the Gangster Act, with further investigations ongoing.

Heroes of the Operation: The Police Team That Made It Happen

The operation was spearheaded by:

  • IPS Amrit Jain, SP Rural, Aligarh
  • PPS Varun Kumar Singh, CO Khair
  • Inspector Arun Kumar, SHO, Tappal
  • SI Mahesh Singh, SI Manish Kumar Gupta, and Head Constable Gajendra Pratap
  • Computer Operator Ravi Kumar

Their coordinated efforts and meticulous legal work led to not only arrests but also one of the largest property seizures under the Gangster Act in recent memory.

In recognition of their efforts, SSP Aligarh Sanjeev Suman, an IPS officer of 2014 batch, awarded the team a cash prize of ₹25,000, commending their exceptional fieldwork and commitment to justice.

More Raids Coming: “We Are Not Done Yet”

According to SP Jain, other gangs engaged in similar land frauds are already under the scanner.

“This isn’t an isolated racket,” he said. “We’re mapping out every gang exploiting farmers and defrauding investors. This is just the beginning. The next wave of crackdowns is coming.”

In an era when land scams often go unchecked, the Tappal Police’s operation has not only delivered justice but also restored public faith in the legal system. The message is clear – in Aligarh, the land mafia has nowhere to hide.
