Transforming Lives: Meet IAS Dr. Manish Ranjan and His Jhar Jal Yojana, Winner of the National Award for e-Governance 2024

In the heart of Jharkhand, where the sun rises over lush forests and vibrant communities, a dedicated public servant emerged – Dr. Manish Ranjan. An IAS officer of the 2002 batch, Mr Ranjan had always been driven by a deep-seated passion for social change and governance. His journey, marked by both academic excellence and a commitment to public service, has culminated in a remarkable achievement: the National Award for e-Governance 2024.

Mr. Ranjan, the former Secretary of Drinking Water and Sanitation in Jharkhand, undertook remarkable initiatives through the ‘Jhar Jal Yojana.’ This scheme was more than just a government project; it became a lifeline for many. The Jhar Jal portal was designed as a real-time, GIS-enabled grievance redressal and service delivery system, empowering citizens while ensuring transparency.

The core strength of Jhar Jal was its efficiency. It eliminated bureaucratic hurdles, utilized Artificial Intelligence (AI) for data analytics, and fostered collaboration across various departments, setting a benchmark for other states to follow. During the award program, Dr. Manish Ranjan showcased the implementation of the ‘Jhar Jal Yojana’ through an engaging PowerPoint presentation, highlighting its transformative impact.

Indian Masterminds interacted with Mr. Ranjan, who is currently serving as Director at the Krishna Institute of Public Administration in Jharkhand, to gain more insight into his award-winning efforts.

The Spark of Innovation

Dr. Ranjan’s journey began in Saran district, Bihar, where he displayed academic brilliance from an early age. After completing his schooling in Jharkhand, he pursued higher education at the prestigious Hindu College, Delhi University, earning degrees in Sociology and Economics. He is also a Chevening Fellow, having studied at the University of Oxford through the Chevening Fellowship, and he completed a Master’s in Public Affairs at the University of California, Berkeley. In a remarkable achievement, he scored 104.44% in a Statistics course at UC Berkeley.

His desire to create a positive impact propelled him into the National Dairy Development Board in 1998, where he first encountered the intricacies of public administration. In 2002, he aced the Civil Services Examination, marking the beginning of a journey that would reshape governance in Jharkhand.

As the Secretary of Drinking Water and Sanitation, he faced the monumental task of ensuring access to clean drinking water in a region plagued by scarcity and mismanagement. The challenge was daunting, but Ranjan was resolute. He envisioned the Jhar Jal Yojana – a comprehensive initiative aimed at transforming the water management system in Jharkhand.

Jhar Jal Yojana: A Revolutionary Approach

Jhar-Jal is a program by Jharkhand’s Drinking Water and Sanitation Department aimed at providing safe drinking water and sanitation to the state’s residents. It features a portal and mobile app with options for water quality testing, surveying defunct handpumps, measuring water discharge, adding beneficiaries, and conducting sanitary surveys of handpumps. Utilizing geo-location, the app supports the monitoring and evaluation of the Jal Jeevan Mission and is available on Google Play.

Launched under his leadership, the Jhar Jal Yojana was a testament to innovative governance. Utilizing cutting-edge technology, it introduced a real-time, web-based Geographic Information System (GIS) that mapped all water sources, including hand pumps, throughout the state. This feature allowed for efficient asset management, enabling quick responses to complaints and minimizing bureaucratic delays.

“The program’s vision is to ensure that every household in Jharkhand has access to safe, sustainable, and adequate drinking water. JharJal has made a significant impact on the lives of disadvantaged communities across the state, bringing hope and dignity through an effective grievance redressal system that ensures access to clean and safe drinking water,” Mr Ranjan said.

At the core of the Jhar Jal portal was a citizen-centric approach. The system empowered residents to voice their grievances, assuring them that their concerns would be addressed promptly. Alerts were sent to officials, and the complainants were kept informed at every stage of the process. The transition to a paperless system not only streamlined operations but also significantly reduced the scope for corruption and inefficiency.

Recognition and Impact

The success of the Jhar Jal Yojana was evident. During a presentation in New Delhi at the 27th National Award for e-Governance ceremony, Mr Ranjan showcased the portal’s achievements, impressing government officials and experts alike. His data-analytics tools generated periodic reports that bolstered decision-making processes, ensuring that resources were allocated effectively.

The Government of India recognized the Jhar Jal system as a model worthy of emulation across other departments, marking a pivotal moment in public governance. The surprise inspections by central government officials further validated the impact of his initiatives, leading to Ranjan receiving the prestigious award in 2024 for his outstanding contributions.

Mr. Ranjan told Indian Masterminds that a team from the Central Government conducted surprise inspections in various areas, including Bokaro, Ramgarh, Hazaribagh, and Palamu, to assess the scheme’s status and submitted their findings to the government. Following this, he was selected for this award based on the ground realities of the initiative.

A Life Beyond Awards

While accolades and recognition were fulfilling, for Dr. Ranjan, the real reward lay in the lives he touched. His commitment extended beyond the office; he was a mentor to aspiring civil servants and actively engaged in community outreach programs. His passion for theatre, cultivated during his college days, infused creativity into his leadership style, allowing him to connect with people on a personal level.

He has served as the Secretary of Rural Development and as the Additional Chief Electoral Officer of Jharkhand, and he continues to advocate for innovative policies that promote sustainable growth and inclusivity in the state. He stated, “True progress comes from harnessing local resources and empowering communities.”

Dr. Manish Ranjan’s journey is a compelling narrative of vision, dedication, and innovation. His achievements through the Jhar Jal Yojana exemplify the profound impact that committed civil servants can have on society.

As he looks to the future, Mr Ranjan remains steadfast in his belief that with the right approach and unwavering determination, even the most formidable challenges can be transformed into opportunities for change. In the vibrant tapestry of Indian public service, Dr. Ranjan’s legacy will undoubtedly inspire future generations of leaders.
