Waking Up Villagers of Kurung Kumey, a Remote District in the Land of the Rising Sun, to Their Rights

Kurung Kumey district falls in one of the remotest parts of Arunachal Pradesh. Bordering China, the district has been in the forefront in creating awareness on basic laws and social issues among the inhabitants. For the last three months, the district administration has been conducting such awareness camps to educate the villagers about their rights.

On the direction of DGP Arunachal Pradesh, IPS officer Satish Golcha, SP of Kurung Kumey, Mr. Bomken Basar, has been conducting such camps on a regular basis in the villages of the district. Speaking exclusively to Indian Masterminds, Mr. Basar shared details about the same.

CREATING AWARENESS

Kurung Kumey has poor road connectivity as of now. The roads gets blocked in Monsoon very often and highway constructions is still going on. District headquarters Koloriang is yet to get connected with good road. People here are not aware about many important social matters like drug abuse, domestic violence, crime against children and women, bonded labour, Wildlife Act, etc. Hence, it was necessary to make them aware about these matters as well as their basic human rights.

Awareness programme

“The basic human rights of every individual should be protected at any cost and people should know the basic laws and social issues,” Mr. Basar said.

DGP Satish Golcha had directed all the SPs of Arunachal Pradesh to conduct community policing and community outreach programmes where people can be made aware of their basic rights. Mr. Basar said that this motivated him to start awareness camps in his district for the local people. 

He and his team also started conducting campaigns on drug abuse, POCSO, crime against women and children, Child Labour Act, etc., to make people aware of these social issues. They visit schools, colleges, markets, colonies and villages to spread knowledge about the special provisions under which people can be protected from such social evils. They also conduct self defense training camps named as ‘Sashakti’ for school girls.

POLOSANG: THE MEDICAL CAMP

Recently, they have also started a medical camp in one of the remotest areas, Polosang. It is the northernmost place in Kurung Kumey district, bordering China. An interior place, one has to walk for two hours from the last motorable road to reach the village.

Mr. Basar said that they organised a meaningful programme for the villagers here, as they could motivate them to actively take up agriculture and horticulture as the area is suitable for cultivation. They also distributed mosquito nets, torches, agricultural equipment, and seeds. A medical camp was also part of the prgramme. “The villagers were very happy as such a programme had happened for the very first time in that area. More than 120 people benefitted from the medical camp. Many came with skin diseases, wounds, and fever, as doctors and nurses never come to these places,” Mr. Basar said.

It is commendable that the state and the district administrations are working together to not only protect the rights of the people of Kurung Kumey, but also walking the extra mile to educate them about human rights that they rightfully enjoy.
