From the conflict-sensitive landscapes of undivided Andhra Pradesh to steering the Andhra Pradesh Police during a politically charged election season, Gupta’s journey reflects discipline, adaptability, and a deep commitment to institutional integrity.
Currently serving as Director General, Vigilance & Enforcement, and ex officio Principal Secretary (Vigilance & Enforcement), General Administration Department, he has also been reappointed as Director General of Police, Andhra Pradesh Police (Head of Police Force), with Full Additional Charge from 31 January 2025. ROOTS IN JAMMU, FOUNDATIONS IN LEARNING
Born on 2 August 1965 in Jammu and Kashmir, Harish Kumar Gupta’s early years were shaped by academic discipline and a strong sense of public service. He studied at Government Sri Ranbir Model Higher Secondary School and later at Government Gandhi Memorial Science College in Jammu, earning a Bachelor of Science degree. He went on to pursue an LL.B., equipping himself with a legal lens that would later prove invaluable in criminal justice administration.
Learning, for Gupta, did not stop with formal education. Over the years, he pursued diploma and certificate courses at the University of Cambridge, the University of Louisiana (USA), the Indian Institute of Management Ahmedabad, and the Indian Institute of Management Bangalore. This blend of law, management, and global exposure strengthened his approach to strategic policy development and project governance.
THE 1992 BATCH: BEGINNING OF A POLICING JOURNEY
Clearing the Civil Services Examination, Gupta joined the Indian Police Service in the 1992 batch (45 Regular Recruit). After training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie, and the Sardar Vallabhbhai Patel National Police Academy, Hyderabad, he was inducted into the undivided Andhra Pradesh cadre on 10 October 1992.
His early years were spent on the ground — as Assistant Superintendent of Police in Khammam, Medak, and Peddapalli, and later as Additional SP in Karimnagar and Operations in Nalgonda. In 1997, he became Superintendent of Police, Krishna district, marking the start of his ascent through increasingly responsible roles.
These formative assignments exposed him to the realities of district policing — law and order challenges, public grievances, and the constant balancing act between authority and empathy.
RISING THROUGH THE RANKS
By the early 2000s, Gupta had moved into more strategic roles. He served as Commandant of the Andhra Pradesh Special Police 1st Battalion, later shifting to the Criminal Investigation Department in Hyderabad. In December 2002, he was appointed Deputy Commissioner of Police, South Zone, Hyderabad City Police.
Promoted as Deputy Inspector General in 2006, he served as Joint Commissioner of Police in Hyderabad, handling Administration and Special Branch. In 2011, he rose to Inspector General of Police, overseeing the Guntur Range, and subsequently handled portfolios in Legal and Law & Order departments.
His tenure coincided with politically sensitive and administratively complex periods, including the bifurcation of Andhra Pradesh in 2014. Though he had preferred allocation to Telangana, he was retained in the residuary Andhra Pradesh cadre — a transition that required administrative steadiness amid institutional restructuring.
ADMINISTRATOR, REFORMER, AND POLICY LEADER
Promoted as Additional Director General of Police, Gupta headed Law & Order, Provisioning & Logistics, and Home Guards between 2017 and 2022. During this period, he was designated Nodal Police Officer for students from Jammu & Kashmir facing difficulties — a role reflecting his roots and his sensitivity to regional concerns.
In 2020, amid the COVID-19 pandemic, he chaired the State Level Police Recruitment Board, ensuring continuity in recruitment processes despite unprecedented challenges.
His elevation to Director General of Police in 2022 saw him briefly head the Railways before being appointed Principal Secretary (Home), with additional charge of Prisons and Correctional Services. Here, Gupta took on prison reforms — implementing Supreme Court directions on remission for life convicts, initiating jail expansions, and establishing a regional skill development centre at Rajahmundry Central Prison.
Under his watch, prison administration in Andhra Pradesh saw renewed emphasis on rehabilitation and capacity building.
AT THE HELM DURING ELECTION SEASON
On 6 May 2024, on the directions of the Election Commission of India, Harish Kumar Gupta was appointed Head of Police Force (HoPF) of Andhra Pradesh Police, just days before the simultaneous Lok Sabha and Assembly elections.
His appointment came at a politically sensitive moment. Taking charge barely a week before polling, he was tasked with ensuring neutrality, maintaining law and order, and safeguarding public confidence in the electoral process. For over a month, he steered the force through this high-pressure phase before being reassigned as Principal Secretary (Home) on 19 June 2024.
His reappointment in January 2025 as DGP with Full Additional Charge reaffirmed institutional trust in his leadership.
RECOGNITION AND LEADERSHIP PHILOSOPHY
Over his career, Gupta has been conferred the Indian Police Medal for Meritorious Service, the President’s Police Medal for Distinguished Service, the Internal Security Service Duty Medal, the Ati Utkrisht Seva Medal, and multiple commendation discs.
Yet colleagues often describe him less by his medals and more by his measured temperament and policy-oriented thinking. Skilled in strategic planning, criminal justice administration, and governance reforms, he represents a generation of IPS officers who straddle field policing and high-level administration with equal competence.
