How Odisha’s ‘Black Tiger’ App will Transform Wildlife Crime Prosecution

The ‘Black Tiger’ app, developed under the visionary leadership of Sri Vishwanath Neelannavar, IFS, revolutionises the prosecution of forest and wildlife crimes by integrating technology with legal compliance, empowering field officers with real-time legal assistance, streamlined case management, and enhanced documentation accuracy.

In the dense forests of Odisha, where wildlife protection meets intricate legalities, a technological innovation has emerged to transform how forest and wildlife crimes are prosecuted. The ‘Black Tiger’ application, envisioned by Sri Vishwanath Neelannavar (IFS), the former Divisional Forest Officer (DFO) of Sambalpur Forest Division, aims to revolutionize the prosecution process and bridge the gap between the field officers and the judicial system.

The inspiration for ‘Black Tiger’ came from Neelannavar’s direct experience in dealing with the complexities of legal compliance during wildlife crime investigations. These challenges, including procedural inefficiencies, documentation gaps, and delays in filing prosecution reports (PRs), had led to a significant backlog of cases, some of which have remained pending for over a decade.

The Black Tiger app was launched on April 17, 2024, in the Sambalpur Forest Division to digitalize forest crime records. A demonstration was conducted for field staff, ACFs, and ROs of Sambalpur Circle. After a successful testing phase, where case records were uploaded to assess performance, the app is now fully operational, improving case documentation and forest crime investigations. This marks a major step in using technology for better forest governance and law enforcement.

THE GENESISI OF THE IDEA

Sri Vishwanath Neelannavar was deeply immersed in the difficulties faced by forest officers while investigating and prosecuting wildlife crimes. “When I was the DFO in Sambalpur, I realised that despite the tireless work of the field officers, procedural inefficiencies and documentation gaps often hampered the prosecution process,” Neelannavar told Indian Masterminds.

To tackle these challenges, he assembled a legal team, including Debadutta Kanungo, Advocate at the Supreme Court of India, and Shristy Pradhan, Advocate at the Orissa High Court. This team conducted extensive consultations with field officers to understand their struggles and devise a solution. The ‘Black Tiger’ application was born from these collective insights.

“We had to bridge the gap between the practical realities of field investigations and the judicial expectations. The legal framework for forest and wildlife crimes needed to be streamlined to ensure more efficient prosecutions,” said Kanungo.

FEATURES

The ‘Black Tiger’ application is designed to support field officers in managing cases while ensuring compliance with all necessary legal protocols. With features like real-time legal assistance, AI-based prompts, and efficient case management, it is tailored to meet the needs of forest personnel involved in wildlife crime investigations.

  1. Real-Time Legal Support for Field Officers One of the standout features of the ‘Black Tiger’ app is its round-the-clock legal assistance. Officers can consult practicing legal experts on procedural matters, ensuring they follow the proper legal steps during investigations. “By providing instant access to expert legal guidance, we can avoid costly errors that might delay cases,” Neelannavar said.
  2. Personal and Vehicle Dossier System To enhance investigations, the app includes detailed dossiers for individuals and vehicles involved in crimes. The personal dossier tracks prior criminal history and past cases, while the vehicle dossier records ownership details and any previous offenses linked to the vehicle. This system helps create stronger connections between cases, improving the efficiency of investigations.
  3. Digital Case Management Tools Field officers can now track case progress through a Digital Court Diary, ensuring timely submission of documents. Additionally, a Crime Scene Management Checklist guides officers through the proper procedures for securing crime scenes, collecting evidence, and maintaining the chain of custody.
  4. Step-by-Step Guidance on Documentation The app offers redesigned legal forms and pre-filled templates to reduce errors in case documentation. These forms are structured to meet legal requirements, ensuring the thorough recording of essential details for successful prosecution. “With the pre-filled templates and step-by-step guides, officers can focus more on gathering evidence rather than worrying about the paperwork,” said Shristy Pradhan.
  5. AI Integration for Smarter Prosecution The app’s integration of Artificial Intelligence makes case management even more efficient. The AI provides automated prompts for legal compliance and suggests the relevant sections of the law during documentation. It can also link current cases to previous ones based on criminal patterns, creating a smarter tool for officers.
  6. Evidence Collection Protocol The app features a detailed Evidence Collection Checklist to ensure that all forensic and procedural protocols are followed meticulously. This feature guarantees that evidence gathered during investigations is legally admissible in court, reinforcing the integrity of the prosecution process.
  7. Public Engagement for Wildlife Conservation The ‘Black Tiger’ application also empowers the public to participate in wildlife conservation efforts by allowing them to report violations directly through the app. This feature fosters greater community involvement in protecting forests and wildlife, creating a more collaborative approach to conservation.

THE WORKING OF ‘BLACK TIGER’

The ‘Black Tiger’ application’s core purpose is to streamline prosecution management for forest and wildlife crimes, addressing procedural inefficiencies and documentation issues. Through the digital platform, field officers can manage cases from investigation to prosecution seamlessly.

The app’s legal compliance system ensures that all necessary steps are followed, and the court diary helps officers stay on top of hearing dates, deadlines, and court submissions. With features like the Digital Range Diary and direct photo uploads for evidence collection, the app enables officers to document and present cases more effectively.

One of the app’s most impactful features is its Case Monitoring System, where superior officers can track cases in real-time, review pending investigations, and ensure timely legal actions. This oversight promotes accountability and reduces the risk of procedural lapses.
