“Strength does not come from physical capacity. It comes from an indomitable will.” – Mahatma Gandhi
In a world where countless dreams are crushed under the weight of poverty, societal pressure, and failure, some rise above and etch their stories in history. 2015 batch IAS Officer of Maharashtra cadre, Ms C. Vanmathi is one such extraordinary individual – a buffalo herder turned IAS officer, a woman who defied odds, broke stereotypes, and proved that resilience and determination can rewrite destiny.
From grazing buffaloes in the dusty fields of Tamil Nadu to holding the prestigious post of District Collector and Joint Commissioner (Enforcement), State Tax Department, Maharashtra, IAS Vanmathi’s journey is not just a tale of success; it is a beacon of hope for millions.
Journey So Far: Trials, Tribulations, and Triumph
After completing her post-graduation, Ms Vanmathi turned her full attention to the Civil Services Examination – one of India’s toughest competitive exams.
First Attempt in 2011: She cleared the Prelims and Mains, but couldn’t clear the Interview stage. A near miss, yet she remained undeterred.
Second Attempt: She faced a heartbreaking setback at the Prelims stage. The disappointment grew deeper, but so did her resolve.
Third Attempt: She sailed through Prelims, but this time couldn’t clear the Mains. Three attempts, three failures – each one testing her spirit.
Most would have given up. But Vanmathi refused to surrender.
In the meantime, she cracked the banking exams and joined Indian Overseas Bank (IOB) as an Assistant Manager – all while continuing her UPSC preparation. Balancing a full-time job and studies, she displayed incredible discipline, self-control, and grit.
Fourth Attempt – Victory at Last: In 2015, after years of blood, sweat, and setbacks, Vanmathi cleared the UPSC Civil Services Examination – 2014 with an All India Rank (AIR) of 152.
The moment was bittersweet. When the results were declared, she was in the hospital with her father, who had just suffered a spinal cord injury. Through pain and triumph, her journey came full circle – a daughter fulfilling the dreams of a struggling father who once drove a taxi to keep the family afloat
Background: Humble Beginnings, Mighty Dreams
Born and raised in Sathyamangalam in Erode district of Tamil Nadu, Vanmathi hailed from a modest and financially challenged family. Her father, T.N. Chenniappan, was a cab driver, and her mother a homemaker. Despite the constant financial struggles, her parents firmly believed in the power of education and nurtured Vanmathi’s academic aspirations.
From an early age, IAS Vanmathi was expected to help with household chores, including herding buffaloes, cooking, and cleaning. Society dictated that she should be married off young – a common fate for girls in her village – but Vanmathi chose a different path.
She resisted the mounting pressure to marry and continued her education with fierce determination. Vanmathi went on to complete her M.C.A. (Master of Computer Applications) from Bharathiar University, Coimbatore, breaking every conventional barrier set before her.
Turning Points: Seeds of a Dream
Two key moments in her youth would define the rest of her life:
A Visit from a Woman District Collector: As a young girl, Vanmathi witnessed a female District Collector visit her village. The commanding respect the officer received from everyone — men, women, elders, and children alike — left an indelible impression on Vanmathi. That day, a seed was planted.
TV Inspiration – Ganga Yamuna Saraswati: A popular TV series titled Ganga Yamuna Saraswati featured a female IAS officer as the protagonist. Watching a woman command authority, fight injustice, and serve society lit a spark in Vanmathi. She decided, “I will become an IAS officer one day.”
These seemingly small incidents became the foundation of her ambition – a dream that she pursued with relentless zeal.
Preparation Strategy: Persistence Over Perfection
Vanmathi’s strategy was simple but effective – consistency over intensity.
Time Management: Working at a bank meant she had limited hours, so she used early mornings and late evenings to study. Weekends were fully devoted to preparation.
Subject Focus: She chose subjects that aligned with her academic background and interests to stay motivated during long study hours.
Learning from Failures: Each failed attempt became a case study for self-analysis. She identified her weaknesses – whether in answer writing, time management, or interview handling – and worked on them relentlessly.
Motivation Sources: Her parents’ sacrifices, her childhood struggles, and her vision of becoming a civil servant were constant sources of strength.
Current Role and Achievements
After completing her training at the Lal Bahadur Shastri National Academy of Administration, Vanmathi began her civil service career in Maharashtra.
Her roles include:

- Currently serving as District Collector of Wardha
