In the heart of East Champaran, Bihar, Superintendent of Police IPS Swarn Prabhat is reshaping the landscape of law enforcement. A 2017 batch officer of the Bihar cadre, Prabhat’s vision for Motihari District goes beyond routine policing — he aims to create a society where safety, awareness, and accountability thrive together.
MAHAKURKI ABHIYAN
One of the cornerstones of his strategy is the Mahakurki Abhiyan, a bold property seizure campaign targeting criminals operating in the district. Conducted in three phases, the campaign led to the seizure of 401 properties linked to criminal activities.

“In these campaigns, our aim is not just to punish but to disrupt the financial foundations of crime,” Prabhat shared with the media.
Additionally, Prabhat announced rewards for wanted criminals involved in murder, robbery, liquor smuggling, and other serious crimes. The first phase offered rewards totalling ₹2.32 crore, followed by ₹14.3 lakh in the second phase, cumulatively targeting 329 criminals. “Every criminal on the run has a price on their head, and we are committed to bringing them to justice,” he added.
EMPOWERING WOMEN THROUGH AWARENESS
Safety for women is a central focus of Prabhat’s efforts. His administration launched targeted campaigns to address sexual offences, domestic violence, and POCSO-related cases. The initiatives focused on empowering women at multiple levels.
Awareness sessions were conducted in villages to reach the grassroots, while Jeevika women’s groups were trained and involved in outreach efforts. Ward-level sensitization meetings were held at panchayat buildings to directly engage women and girls, and a special unit called Kesariya Shakti Bal was formed to visit colleges and institutions, raising awareness among students.
Additionally, women working in orchestras were educated about their rights and protection mechanisms, ensuring that knowledge and safety measures reached even the most vulnerable groups. These programs have ensured that women in Motihari are more informed and empowered, building trust between the police and local communities.
DISMANTLING DRUG AND LIQUOR NETWORKS
Prabhat’s efforts extend to dismantling illegal liquor and drug networks. Intensive operations were conducted in hotspot areas, and a comprehensive list of 10,000 liquor mafia members — including absconders, those on bail, and active offenders — has been prepared. His work has earned him the Chief Minister’s Prohibition Medal, recognizing exemplary performance.
TECHNOLOGY MEETS POLICING
A forward-thinking officer, Prabhat has integrated technology into policing in Motihari. The district now has a dedicated police website, mobile app, and a ‘Naka Alert’ application, enabling real-time monitoring and faster response to incidents.
“Smart policing is about using every tool available — technology, community engagement, and intelligence — to keep people safe,” Prabhat emphasized.
