When Anu Garg took charge as the Chief Secretary of Odisha on January 1, 2026, it was more than a routine appointment—it was a defining moment. For the first time in the state’s history, a woman rose to its highest bureaucratic post.

A 1991-batch IAS officer of the Odisha cadre, Anu Garg’s journey reflects persistence, quiet leadership, and a deep commitment to public service. Over three decades, she has worked across sectors, from grassroots administration to the highest levels of policymaking.

A HISTORIC FIRST FOR ODISHA

Anu Garg’s appointment is a milestone in Odisha’s administrative history. She became the first woman Chief Secretary, breaking a long-standing glass ceiling.

Her elevation came just before the retirement of her predecessor, marking a smooth transition. But the significance goes beyond timing. It signals a gradual shift toward greater representation of women in top governance roles.

Before this, she had already made history as Odisha’s first woman Development Commissioner. These milestones reflect not just seniority, but trust in her leadership.

ROOTED IN EXPERIENCE, SHAPED BY SERVICE

With over 30 years in service, Anu Garg brings depth and diversity of experience. She has worked at district, state, and central levels—each shaping her administrative approach.

Her early career saw her serving as Collector and District Magistrate in districts like Sambalpur and Bargarh. These roles gave her direct exposure to governance at the grassroots level.

She also served as Additional District Magistrate and Sub-Divisional Magistrate in challenging regions like Kalahandi and Jharsuguda. These postings helped her understand development gaps, welfare delivery, and public needs.

DRIVING SOCIAL SECTOR IMPACT

Much of her work has focused on the social sector. As Principal Secretary of Women and Child Development, she led key initiatives aimed at improving nutrition and empowering women.

She played an important role in strengthening Mission Shakti, Odisha’s flagship self-help group movement. This initiative has transformed the lives of thousands of women by promoting financial independence and community leadership.

Her work also focused on child protection and nutrition programs for children, pregnant women, and adolescent girls—areas critical for long-term development.

BALANCING GROWTH AND WELFARE

Anu Garg has handled diverse portfolios beyond the social sector. As Principal Secretary of Labour and ESI, she worked to balance industrial growth with workers’ welfare.

She promoted ease of doing business while ensuring safety and protection for workers. This balance is key in a developing economy like Odisha.

Later, as Additional Chief Secretary in the Water Resources Department, she dealt with critical issues related to irrigation, water management, and infrastructure—areas central to the state’s economy.

A STRONG CENTRAL PROFILE

Her experience is not limited to the state. During her central deputation, she held important positions in the Government of India.

She served as Joint Secretary in the Ministry of Textiles, handling sectors like cotton, technical textiles, and skill development. She also worked as Joint Secretary to the Prime Minister, contributing policy inputs on key social sector issues.

In the Ministry of Health and Family Welfare, she was involved in initiatives like setting up new AIIMS and addressing non-communicable diseases.

Earlier, she worked with the National AIDS Control Organisation, contributing to India’s efforts to combat HIV/AIDS.

ACADEMIC STRENGTH AND GLOBAL EXPOSURE

Anu Garg’s academic background adds strength to her administrative work. She studied at Delhi University and completed her postgraduation from Lucknow University.

She also holds a postgraduate degree from the Johns Hopkins Bloomberg School of Public Health in the United States. This global exposure has shaped her understanding of public health and policy design.

LEADING ODISHA INTO THE FUTURE

As Chief Secretary, Anu Garg now stands at the helm of Odisha’s administrative machinery. The role involves coordinating departments, advising the Chief Minister, and ensuring smooth governance.

Her experience across sectors gives her an edge in handling complex challenges. From social welfare to infrastructure, her work reflects a balanced approach.

More importantly, her journey sends a powerful message.
