42 IPS & 13 HPS Officers Transferred in Haryana, Sibash Kabiraj Appointed Commissioner of Police, Panchkula

Chandigarh: In a significant administrative shake-up, the Nayab Singh Saini led Haryana government on Monday evening announced the transfer of 42 Indian Police Service (IPS) officers and 13 Haryana Police Service (HPS) officers with immediate effect. The large-scale reshuffle, which affects senior officers and police leadership across several districts, is seen as a strategic move aimed at energizing the law and order machinery in the state.

The official order, issued late on April 21, includes transfers at various ranks, including Inspector Generals, Additional Director Generals, and Superintendents of Police. The changes are expected to bring a fresh approach to policing and administration, particularly in rapidly growing urban regions and sensitive zones across Haryana.

Key Transfers at the Senior Level

One of the most high-profile transfers is that of 1999 batch IPS officer Sibash Kabiraj, IGP, Ambala Range, who has been appointed as the new Commissioner of Police, Panchkula, replacing Rakesh Kumar Arya, an IPS officer of 2003 batch. Mr Arya, who held dual charge as IGP (Administration) and Commissioner of Police, Panchkula, has now been posted as IGP, Panchkula, focusing on law and order.

Another important appointment is 2001 batch IPS officer Y. Puran Kumar, formerly posted at the Haryana Police Academy, Madhuban, who has been named IGP of Rohtak Range, succeeding K.K. Rao. Rao has been shifted to the Hisar Range as ADGP, taking over from Matta Ravi Kiran, who now heads the Karnal Range.

New Faces in Key Urban Posts

2010 batch IPS officer Sangeeta Kalia, previously DIG at the India Reserve Battalion in Bhondsi, Gurugram, has been appointed as the Joint Commissioner of Police, Gurugram. Kalia, known for her proactive leadership, is expected to bring renewed energy to the police force in one of the state’s fastest-growing and most strategically significant cities.

In another crucial appointment, 1999 batch IPS officer Rajshree Singh, IGP, Personnel, at the Police Headquarters, Panchkula, has been named the new Commissioner of Police, Jhajjar, replacing Satheesh Balan.

District-Level Changes

The reshuffle also includes several changes at the district level:

  • Manbir Singh, DCP, Headquarters, Sonipat, has been posted as Superintendent of Police, Bhiwani.
  • S.S. Bhoria, SP, Ambala, has been transferred as the new SP of Yamunanagar.
  • Varun Singla, SP, Kurukshetra, has been appointed SP of Palwal.

Among the HPS officers, Mukesh Kumar, DCP (Crime and Traffic), Panchkula, has been transferred to DCP, Crime, Faridabad.

According to senior officials, this reshuffle reflects the government’s commitment to dynamic governance and strengthening of law enforcement mechanisms.
