Raipur: In a high-level Cabinet meeting held today at Mantralaya (Mahanadi Bhawan), chaired by Chief Minister Shri Vishnu Deo Sai, several pivotal decisions were made, aimed at propelling Chhattisgarh toward inclusive growth, improved governance, and economic resilience.
Expanded Benefits Under Krishak Unnati Yojana
In a significant boost to the agricultural sector, the Cabinet approved amendments to the Krishak Unnati Yojana. Starting from Kharif 2025, the scheme will extend its benefits beyond paddy cultivators. Farmers opting to cultivate pulses, oilseeds, maize, and similar crops in place of registered paddy crops will now be eligible for assistance.
Notably, those who were registered for Kharif 2024, cultivated paddy, and sold it at the Minimum Support Price (MSP), will continue receiving grants under the scheme if they shift to the newly included crops in Kharif 2025. This move is designed to diversify agriculture and ensure long-term sustainability for farmers.
Financial Reforms for Government Employees
To strengthen financial security post-retirement, the Cabinet has greenlit the Chhattisgarh Pension Fund (Management and Regulation) Bill, 2025. The proposed legislation aims to enhance the management of pension liabilities and ensure a sustainable pension framework for state government employees.
Creation of Chhattisgarh Growth and Stability Fund
Recognising the importance of financial preparedness, the Cabinet approved the Chhattisgarh Growth and Stability Fund (Management and Regulation) Bill, 2025. This initiative will act as a fiscal buffer, enabling the state to weather economic slowdowns and revenue volatility effectively.
New Logistics Policy to Position State as National Hub
The Cabinet also adopted the Chhattisgarh State Logistics Policy, 2025, targeting integrated development of the logistics ecosystem. Leveraging Chhattisgarh’s strategic geographic location, the policy aims to attract domestic and global investments in logistics and e-commerce, and transform the state into a logistics and export powerhouse.
The policy emphasizes developing dry ports, inland container depots, and cost-efficient warehousing—especially benefiting MSMEs and local producers. It also envisions creating an export-oriented ecosystem centered around forest produce, medicinal plants, and other native resources. This initiative is expected to generate significant employment and enhance industrial competitiveness.
Boosting Ease of Doing Business with Legal Reforms
To reduce regulatory hurdles and promote a business-friendly environment, the Cabinet has approved the Chhattisgarh Jan Vishwas (Amendment of Provisions) Bill, 2025. The bill aims to decriminalise certain provisions across various state laws, simplifying compliance and reducing unnecessary litigation for citizens and businesses alike.
Redevelopment Scheme to Revive Government Properties
Under the Redevelopment Scheme, the Cabinet has approved seven key projects aimed at revitalising dilapidated government properties and underutilised land. The approved locations include:
- Shanti Nagar, Raipur
- BTI Shankar Nagar, Raipur
- Kailash Nagar, Rajnandgaon
- Chandni Chowk Phase-2, Jagdalpur
- Civil Lines, Kanker
- Club Para, Mahasamund
- Katghora, Korba
These redevelopment initiatives will help in optimal land use, enhance urban infrastructure, and potentially boost revenue.
One-Time Relaxation in Promotion Criteria for Sub-Registrars
In a move aimed at improving administrative efficiency and rewarding meritorious employees, the Cabinet approved a one-time relaxation in the minimum service requirement for promotions from Senior Registration Clerk/Record Keeper to Sub-Registrar. The qualifying service has been reduced from five years to two years, within the Commercial Tax (Registration) Department.
