New Delhi: The Appointments Committee of the Cabinet (ACC) has approved a series of decisions concerning the deputation and central assignments of three officers, including the regularisation of Aditya Singh’s tenure in the Municipal Corporation of Delhi, the premature repatriation of Odisha-cadre IAS officer Gavali Parag Harshad and a six-month extension for IDAS officer Pankaj Kumar Singh in the GST Council Secretariat.
The decisions, issued through orders of the Department of Personnel and Training (DoPT), cover different aspects of central deputation — including regularisation in relaxation of policy, premature repatriation to a parent cadre and extension of an ongoing deputation tenure.
Aditya Singh’s Deputation Tenure Regularised in MCD
The ACC has regularised the deputation tenure of Aditya Singh, belonging to the AFHQ Civil Services (SL:2024), in the Municipal Corporation of Delhi (MCD).
According to the decision, his deputation tenure has been regularised for the period from November 8, 2025, to April 22, 2026. The regularisation has been approved in relaxation of the applicable policy.
The decision provides formal approval for the specified period of his service in the Municipal Corporation of Delhi and forms part of the latest set of deputation-related orders cleared by the ACC.

IAS Gavali Parag Harshad Repatriated to Odisha
In another significant decision, the ACC has approved the premature repatriation of IAS officer Gavali Parag Harshad (IAS:2013:OD) to his parent cadre of Odisha.
Harshad was serving as Deputy Secretary in the Ministry of Housing and Urban Affairs (MoHUA). The DoPT order issued on October 7, 2026, states that his premature repatriation has been approved with provision for an extended cooling-off period.
Harshad had been serving as Deputy Secretary in MoHUA since March 2025. His central deputation was originally scheduled to continue until July 11, 2029.
His return to Odisha therefore comes before the originally scheduled completion of his five-year central deputation tenure.
From Tribal Affairs Ministry to MoHUA
Gavali Parag Harshad had joined central deputation on July 11, 2024, for a five-year tenure as Private Secretary to Union Tribal Affairs Minister Jual Oram.
However, his tenure as Private Secretary was curtailed on February 28, 2025. Following the curtailment, he was shifted to the Ministry of Housing and Urban Affairs, where he took up the position of Deputy Secretary in March 2025.
The latest ACC decision now brings his central deputation to an early end and sends him back to the Odisha cadre. The order also provides for an extended cooling-off period.
Pankaj Kumar Singh Gets Six-Month Extension in GST Council Secretariat
The ACC has also approved a six-month extension in the central deputation tenure of Pankaj Kumar Singh (IDAS:1994), who is serving as Additional Secretary in the GST Council Secretariat under the Department of Revenue.
His existing deputation tenure was due to end on September 9, 2026. The latest DoPT order allows him to continue for another six months, up to March 9, 2027, or until further orders, whichever is earlier.
Singh has been serving as Additional Secretary in the GST Council Secretariat since August 2022.
Singh’s Central Deputation Journey
Pankaj Kumar Singh had joined central deputation as Joint Secretary on September 9, 2021, for a period of five years. During his central assignment, he was subsequently appointed to the post of Additional Secretary in the GST Council Secretariat.
The latest extension will allow him to continue in the Additional Secretary-level assignment until March 9, 2027, unless further orders are issued earlier.
The three decisions together cover different stages of central deputation — from regularisation of an already served period and premature repatriation to extension of an ongoing assignment. The orders underline the role of the ACC in approving key appointments, deputation extensions and related personnel matters involving senior government officers.
