In a significant administrative intervention, the Haryana government has appointed senior IAS officer Amit Kumar Agrawal as administrator of Al-Falah University, formally taking control of key financial and administrative functions of the institution. The move comes amid serious concerns over statutory violations, governance irregularities, and heightened scrutiny following the university’s association with individuals arrested in the investigation into the November 10 blast near Red Fort that claimed 15 lives.
Amit Aggarwal took charge on Wednesday and will oversee the institution’s administration while continuing in his existing role as Commissioner and Secretary in Haryana’s Industries and Commerce Department. Officials clarified that academic functioning will remain unaffected and the teaching faculty will continue without disruption to protect the interests of nearly 1,700 students enrolled at the university.
Haryana Government Steps In After Inquiry Finds Multiple Irregularities
The state government’s intervention follows an inquiry conducted by senior IAS officer Shyamal Misra, which reportedly found several statutory breaches and irregularities in the functioning of the private university.
Based on the findings, Haryana initiated a sweeping restructuring of the university’s administrative and financial systems. Officials said the decision was aimed at ensuring transparency, restoring compliance, and safeguarding institutional functioning under direct government oversight.
According to official sources, the teaching faculty has been kept completely untouched to avoid academic disruption, while new officers have been deployed to manage governance and regulatory responsibilities.

Administrative Team from JC Bose University Deployed
To ensure continuity in university operations, the Haryana government has deputed a team from JC Bose University of Science and Technology in additional administrative roles.
The newly assigned officers include:
• Ajay Ranga, who will additionally serve as Vice-Chancellor of Al-Falah University
• Rajeev Kumar Singh, who has been assigned as Controller of Examinations
• Ravi Kumar Sharma, appointed Chief Finance and Accounts Officer
• Meha Sharma, appointed Registrar
In addition, Abhinav and Rajdeep have also been assigned administrative responsibilities under the vice-chancellor and registrar to strengthen daily functioning.
An official associated with the development stated that while the government will now manage core administrative and financial affairs, normal teaching activities will continue uninterrupted.
Government Assures No Academic Disruption for Students
Officials stressed that the intervention is administrative rather than academic in nature.
“The government will now handle key administrative and financial functions, but there will be no disruption to teaching. The faculty will remain unchanged, and the university is expected to continue regular academic operations without affecting students. The assigned team will manage day-to-day affairs in the larger interest of the university,” an official said.
This assurance is particularly significant for the university’s approximately 1,700 students, whose academic schedule remains protected despite the governance changes.
Legal Tightening Under Haryana Private Universities Amendment
The government action also comes shortly after the Haryana Assembly passed the Haryana Private Universities (Amendment) Bill on December 22, aimed at tightening regulation and oversight of private universities in the state.
The amendment introduced a new clause under Section 44 that empowers the state government to act against:
• Maladministration
• False or misleading disclosures
• Failure to meet academic standards
• Regulatory non-compliance
Under the amended law, the government can now:
• Stop admissions in specific courses
• Impose fines ranging from Rs 10 lakh to Rs 1 crore
• Order phased dissolution of an institution if corrective measures are not taken within 30 days
Officials said earlier legal provisions had weak compliance mechanisms, allowing institutions to exploit regulatory gaps.
Security Shadow Over Al-Falah University After Blast Investigation
Al-Falah University came under intense national scrutiny last year after investigators linked faculty members of the institution to the November 10 blast near Red Fort.
The case emerged after Umar Un Nabi, an assistant professor at the university, was found to have driven an explosives-laden vehicle near Red Fort and detonated it, resulting in 15 deaths.
Subsequently, two more faculty-linked individuals were arrested:
• Muzammil Ahmad Ganaie
• Shaheen Shahid
The case triggered wider security concerns, with officials describing it as the emergence of a “white-coat terror module” linked to educational spaces.
Separately, the founder and chairperson of the Al-Falah Group was arrested by the Enforcement Directorate in a money laundering investigation, adding to the institution’s troubles.
University Still Awaiting NAAC Accreditation
Established in 2013 under the Private University Act, Al-Falah University has yet to secure accreditation from National Assessment and Accreditation Council.
Officials indicated that the lack of accreditation and weak regulatory compliance had been recurring concerns, though earlier enforcement tools were limited.
The current intervention is being viewed as one of the strongest state-level actions taken against a private university in Haryana in recent years.
