With Chief Secretary Amrit Lal Meena set to retire in August 2025, the race for the top administrative post in the state has begun in earnest.
While official notification is yet to be issued, 1991-batch IAS officer Pratyaya Amrit is widely expected to be named as the next Chief Secretary of Bihar. Discussions within administrative and political circles strongly suggest that his appointment is nearly certain, based on a mix of seniority, track record, and proximity to power corridors.
Several Names in the Fray, But Only One Clear Contender
The pool of eligible contenders for the Chief Secretary’s position includes IAS officers from the 1990 to 1992 batches. However, several candidates face constraints that could rule them out:
Chaitanya Prasad (1990 batch) tops the seniority list but retires on July 31, 2025, eliminating him from contention.
Keshav Kumar Pathak (1990 batch) is on central deputation as Special Secretary in the Cabinet Secretariat, with retirement approaching. His return to Bihar cadre appears unlikely.
S. Siddharth (1991 batch), Principal Secretary to the Chief Minister and Additional Chief Secretary (Education), is a key figure but retires in November 2025, around the expected time of election results—limiting his viability for a long-term appointment.
Deepak Kumar Singh and Harjot Kaur Bamhra (1992 batch) are also being discussed but are considered less likely due to their lower seniority and limited central administrative exposure.
That leaves Pratyaya Amrit—a senior bureaucrat currently holding three critical portfolios—as the most likely successor.

Who is IAS Pratyaya Amrit?
A native of Gopalganj, Bihar, Pratyaya Amrit is a 1991-batch IAS officer of the Bihar cadre. He is known for his multilingual skills, including knowledge of Santali, a tribal language he learned during training. His field-level initiatives—such as cracking down on illegal gambling in Simdega—helped shape his image as a committed and ground-connected officer.
