Two Women Officers Appointed as Deputy Secretaries in Rural Development Ministry to Boost Policy Reforms-Know more about them

New Delhi:— The Department of Rural Development (DoRD) under the Ministry of Rural Development, Government of India, has appointed two senior civil servants — Ms. Moona Yasmin and Ms. Alagu Varsini V S — as Deputy Secretaries under the Central Staffing Scheme (CSS).

Appointment Details

As per the official orders:

  • Ms. Moona Yasmin, an officer of the Indian Postal Service (2013 batch), has been selected for the post of Deputy Secretary in the Department of Rural Development for a period of four years from the date she assumes charge, or until further orders — whichever comes earlier.
  • Ms. Alagu Varsini V S, a 2012-batch Indian Administrative Service (IAS) officer from the Telangana cadre, has also been appointed as Deputy Secretary in the same department under similar terms. She has been directed to relieve her current responsibilities immediately and take up her new assignment in Delhi.

Both appointments have been approved by the Competent Authority, aligning with the Government’s broader administrative reshuffle and capacity-building efforts within core development ministries.

Strategic Importance of the Role

Deputy Secretaries in the Department of Rural Development play a critical role in policy implementation, coordination with states, and monitoring of key flagship schemes such as:

  • Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)
  • Pradhan Mantri Awaas Yojana – Gramin (PMAY-G)
  • Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM)
  • Pradhan Mantri Gram Sadak Yojana (PMGSY)

These officers are instrumental in driving grassroots-level development and ensuring effective delivery of welfare programs across rural India.
