Assam: 14 IAS Officers Shifted, Ravi Shankar Prasad Appointed as Special Chief Secy, Environment & Forest

In a major bureaucratic reshuffle, the Assam Government has shifted 14 senior officers of Chief Secretary, Additional Chief Secretary, Principal Secretary, and Commissioners rank.

IAS officer Ravi Shankar Prasad serving as Additional Chief Secretary – Environment & Forest, Soil Conservation Departments, also as Director General (DG) – Assam Administrative Staff College, and as Chairman – Assam Administrative Tribunal (Additional Charge), has been appointed as the Special Chief Secretary for Environment & Forest, Soil Conservation.

Mr. Shakar who is a 1990 batch officer and will continue his responsibilities as DG – Administrative Staff College and Chairman – Assam Administrative Tribunal. He has also been made the Principal Resident Commissioner of Assam Bhawan, New Delhi.

Additional Chief Secretary – Public Health Engineering, Water Resources, Irrigation, and Information Technology Departments, Syedain Abbasi has been appointed as the Special Chief Secretary for the same. He will continue to hold the responsibilities as the Resident Representative of the Government of Assam in New Delhi and Chairman for the Assam Power Distribution Company Limited (APDCL) in an additional capacity.

Additional Chief Secretary – Agriculture, Transformation & Development Departments, Commissioner –Dr Ashish Kumar Bhutani has been elevated to the post of  Special Chief Secretary for the same department. The officer will continue to serve as Commissioner of Agriculture Production for Assam, and Chairman – State Level Recruitment Commission for class-III, along with overseeing the Assam Rural Infrastructure and Agricultural Services (ARIAS) Society as an additional charge.

Dr Ravi Kota of 1993 batch has been given the role of Additional Chief Secretary – Industries, Commerce & Public Enterprises and Finance Department. He was currently serving as the Additional Chief Secretary – Home & Political (including Passport and Prison) and has been appointed to the prestigious position of Chief Secretary. He will also serve as Officer on Special Duty (OSD) – Chief Secretary office, Assam.

Chairman – Board of Revenue Kailash Chand Samria has been given additional responsibility as the Additional Chief Secretary -Fishery Department.

Avinash Purushottam Das Joshi has been transferred and appointed as the Additional Chief Secretary – Home & Political Department. The officer of 1994 batch is currently serving as the Additional Chief Secretary – General Administration, Health and Family Welfare Departments, and holding an additional charge as Addl. Principal Resident Commissioner at Assam Bhawan, New Delhi, He will continue as Additional Principal Resident Commissioner at Assam Bhawan, New Delhi.

Principal Secretary – Personnel and Power (E) Department, along with the additional charge as Chairman of APDC, Dr Krishna Kumar Dwivedi is now appointed as the Principal Secretary to the Chief Minister of Assam. He will continue as Principal Secretary for the Power (E) Department with an additional charge.

Dr Patibandla Ashok Babu of 2003 batch  is appointed as the Commissioner & Secretary – Health & Family Welfare Department, Assam.

M S Manivannan IAS has been appointed to an additional role and posted as the Commissioner & Secretary – Personnel Department. He was serving as the Commissioner & Secretary – General Administration, Irrigation Departments, and holding additional responsibilities as CEO of State Innovation & Transformation Aayog (SITA) and Resident Commissioner at Assam Bhawan, New Delhi (Addl. charge).

Shri Akash Deep has been relieved from the additional charge of Project Director for ARIAS. He was currently serving as the Principal Secretary cum CEO – Bodoland Territorial Region, Kokrajhar, Assam, and holding the position of Project Director – Assam Rural Infrastructure and Agricultural Services (ARIAS).

Rakesh Kumar has been relieved from the additional charge of Commissioner of Excise, Assam. He was the MD – APDCL and Commissioner & Secretary – Fishery and Excise Departments, along with the additional responsibilities as Chairman – APGCL and Commissioner of Excise.

Virendra Mittal of 2007 batch has been posted as Commissioner & Secretary – Social Justice & Empowerment, and Irrigation Departments, with additional charge as Project Director – ARIAS.

Biswajit Pegu has been transferred and appointed as Secretary – Home & Political Department, Assam and Jitu Doley (IRS) has been assigned the additional responsibility of Commissioner – Excise.
