Guwahati: In a major administrative shake-up, the Assam government has transferred and reassigned several Indian Administrative Service (IAS) and Assam Civil Service (ACS) officers across departments. The Department of Personnel (Personnel-A) issued the orders with the Governor’s approval, emphasizing improved governance and public service delivery.
Key Reassignments of IAS Officers
Syedain Abbasi (IAS: 1990) has been relieved of his additional charges as Special Chief Secretary, Irrigation Department, and Resident Representative in New Delhi. He will continue overseeing Public Health Engineering and Water Resources.
Kailash Chand Samria (IAS: 1993), currently Chairman of the Board of Revenue, has been given additional charge as Additional Chief Secretary, Irrigation Department.
L. Sweety Changsan (IAS: 1994), returning from central deputation, has been appointed Additional Chief Secretary of Revenue & Disaster Management and Tribal Affairs (Plain), and CEO of the Assam State Disaster Management Authority (ASDMA).
Gyanendra Dev Tripathi (IAS: 1998) has been transferred as Principal Secretary, Transport Department, and given three additional charges: Border Protection & Development, Implementation of Assam Accord, and Skill, Employment & Entrepreneurship.
Rakesh Kumar (IAS: 2005) has been relieved from the Excise Department but retains roles as Managing Director, APDCL and Chairman, APGCL.
Ashwani Kumar (IAS: 2010) is now also Chief Data Officer under the Assam State Data Policy 2022.
Dr. Lakshmanan S (IAS: 2011) is now Mission Director, NHM Assam and MD, Guwahati Smart City Ltd, while retaining partial charge in Industries & Commerce.
Adil Khan (IAS: 2011) becomes Secretary of Excise, Welfare of Minorities, Barak Valley Development, and Irrigation Departments.
Other Key Changes
Riju Gogoi (IAS: SCS 2011) is appointed Secretary, Home & Political Department.
Deba Prasad Misra (IAS: SCS 2011) moves to Administrative Reforms & Training, Pension & Public Grievances, and becomes Director of Training, AASC.
Pallav Gopal Jha (IAS: 2012), relieved of responsibilities in ASDMA and Revenue, is now Managing Director of Guwahati Jal Board.
Oinam Sarankumar Singh (IAS: 2012) is posted as Secretary, Handloom, Textile & Sericulture and Water Resources, and MD of Assam Silk Outreach Mission.
Dr. Jeevan B (IAS: 2013) becomes Secretary, Innovation, Incubation & Start-Ups and Housing & Urban Affairs, and CEO, FREMAA.
Megha Nidhi Dahal (IAS: 2015), MD of AIDC, now additionally serves as Commissioner, Industries & Commerce.
ACS Officer Movements
Meenakshi Das Nath (ACS: 1992), Additional CEO of ASDMA, will now also serve as Project Director, Assam Integrated River Basin Management Project.
Dilip Kumar Borah (IAS: Non-SCS 2012) has been relieved from the Handloom and ASOM portfolios.
This reshuffle is seen as an effort by the Assam government to realign senior bureaucratic leadership and improve administrative efficiency, especially in crucial areas like disaster management, industry, and public service delivery.
