Guwahati: With less than six months remaining for the Assam Assembly elections, the state government on Wednesday executed a major administrative reshuffle, transferring 14 IAS and state services officers across key districts and departments. The move aims to streamline governance in the run-up to the elections scheduled for March-April.
Key Transfers and Appointments
- Aranyak Saikia, 2020-batch IAS officer and former Staff Officer to the Chief Secretary of Assam, has been appointed as District Commissioner (DC) of Karbi Anglong, replacing Nirala Phangshopi (1995-batch Assam Civil Service officer), who has been posted as Additional Secretary to the Hill Areas Department.
- Aranyak Saikia is the son of former Assam Director General of Police Kuladhar Saikia, who headed the state police force in 2019.
- Kamrup Metropolitan DC Sumit Sattawan has been transferred to Tinsukia, while Swapneel Paul, the Tinsukia DC, has moved to Kamrup Metropolitan.
- Sivasagar DC Aayush Garg and Cachar DC Mridul Yadav have swapped postings. Similarly, Dhubri DC Dibakar Nath and Bongaigaon DC Nabadeep Pathak exchanged roles.
- Masanda Magdalin Pertin, DC of Kokrajhar and Director of Training at Bodoland Administrative Staff College, has been transferred as Joint Secretary in the Finance Department, with Tamulpur DC Pankaj Chakravarty moving to Kokrajhar.
- Simi Karan, Joint Secretary of Environment & Forest and Housing & Urban Affairs Departments, has been appointed as DC of Tamulpur.
- Pubali Gohain, Inspector General of Prisons and Secretary of Home & Political Department, has been posted as DC of Darrang, while Parag Kumar Kakaty will take charge as DC of Golaghat. Golaghat DC Pulak Mahanta has been posted as Inspector General of Prisons.

The reshuffle comes amid political preparations for the March-April Assembly elections, signaling the government’s focus on efficient administration and district-level governance.

All transfers and postings have been formalized through orders issued by the Personnel Department of Assam on Wednesday, affecting multiple key positions across the state.
