RVNL Appoints Baldev Singh as Executive Director (Civil) to Boost Railway Infrastructure Projects

New Delhi: Rail Vikas Nigam Limited (RVNL), a public sector enterprise under the Ministry of Railways, has appointed  Baldev Singh as Executive Director (Civil). The appointment, effective from March 12, 2026, also includes his role as part of the company’s Senior Management Personnel, and will continue until his superannuation.

Singh, an Indian Railway Service of Engineers (IRSE) officer of the 1996 batch, brings over 27 years of extensive experience in Indian Railways, including civil engineering, project execution, and railway operations.

Professional Profile of Baldev Singh

 Singh is a civil engineer by training with a strong background in track and bridge maintenance, tunnel and building construction, contract management, and mechanized track maintenance. Key highlights of his career include:

  • Leadership roles as Additional Divisional Railway Manager (ADRM), Senior Divisional Engineer, and Chief Vigilance Officer/Engineering, N.F. Railway
  • Execution of major infrastructure projects such as Rani Kamlapati (Habibganj) station redevelopment and the Gandhinagar station-hotel project
  • Experience in EPC and PPP projects, contract management, and large-scale railway project execution
  • Strengthening operational efficiency and civil project management across railway infrastructure

Prior to joining RVNL, Singh served as Chief Vigilance Officer/Engineering at N.F. Railway, contributing to large-scale civil infrastructure development and railway operations. His appointment on an immediate absorption basis follows his technical resignation from Indian Railways.

  • Position: Executive Director (Civil), E-9 grade
  • Pay Scale: ₹1,50,000–3,00,000 (IDA CPSE pay scale)
  • Term: Till superannuation
  • Reporting: Corporate Office, New Delhi

 Singh’s appointment is expected to strengthen RVNL’s capacity to manage large-scale civil projects, improve project execution efficiency, and accelerate infrastructure development across India.
