Background of the ‘Seva Sankalp’ Resolution
The ‘Seva Sankalp’ resolution was adopted during the first Union Cabinet meeting held at the newly inaugurated Seva Teerth on February 24, 2026.
The resolution marks a significant evolution in India’s governance philosophy and is rooted in the principle of Nagrik Devo Bhava (Citizen is God). It underscores the government’s commitment to enhancing the ease of living for the nation’s 1.4 billion citizens and promoting responsive, accountable public administration.
HR Leadership Emphasises Service-Oriented Culture
Sharing the broader organisational perspective, MGG Raju, Executive Director (HR), emphasised that the resolution goes beyond symbolism and represents a foundational ethos for all government offices and public sector enterprises.
He encouraged employees to adopt a proactive, service-oriented approach in discharging their responsibilities, ensuring that BEML’s growth trajectory and operational excellence translate into tangible benefits at the grassroots level.

Strengthening Citizen-Centric Governance
The high-level deliberations underscored BEML’s intent to align its operational priorities with the Centre’s governance reforms, focusing on transparency, accountability, and public service delivery.
By integrating the principles of ‘Seva Sankalp’ into its strategic framework, BEML aims to reinforce its role not just as a leading public sector enterprise but as a responsible institution contributing to national development and inclusive growth.
