What is BHAVYA Scheme? 87 Proposals Received From States and UTs in First Round of Phase-I

The BHAVYA scheme received 87 proposals from state and UT governments in the first round of Phase-I, with Maharashtra submitting the highest number at 14.

New Delhi: The Bharat Audyogik Vikas Yojana (BHAVYA) received 87 proposals from various State and Union Territory governments during the first round of Phase-I, with applications remaining open until July 31, 2026.

The state-wise distribution of proposals was provided by Jitin Prasada, Minister of State for the Ministry of Commerce and Industry, in a written reply in the Rajya Sabha on August 7.

Maharashtra Submits Highest Number of Proposals

Among the states and Union Territories that submitted proposals, Maharashtra recorded the highest number with 14, followed by Madhya Pradesh with 11 and Tamil Nadu with seven.

The state-wise distribution is:

  • Maharashtra: 14
  • Madhya Pradesh: 11
  • Tamil Nadu: 7
  • Uttar Pradesh: 7
  • Andhra Pradesh: 6
  • Gujarat: 6
  • Chhattisgarh: 4
  • Rajasthan: 4
  • Telangana: 4
  • Karnataka: 3
  • Assam: 2
  • Bihar: 2
  • Himachal Pradesh: 2
  • Jammu & Kashmir: 2
  • Odisha: 2
  • Punjab: 2
  • Tripura: 2
  • Haryana: 1
  • Kerala: 1
  • Ladakh: 1
  • Manipur: 1
  • Meghalaya: 1
  • Mizoram: 1
  • Uttarakhand: 1

West Bengal did not submit any proposal in the first round.

Proposals to Undergo Evaluation

The applications received will now be evaluated and scored according to the eligibility and evaluation criteria prescribed under the BHAVYA Scheme guidelines.

The selection of projects will follow a challenge-mode process, with proposals assessed on parameters including:

  • Connectivity and site suitability
  • Quality of core, value-added and social infrastructure proposed in the Detailed Project Report (DPR)
  • Industrial ecosystem
  • Policy enablers

The detailed criteria are contained in the BHAVYA Scheme guidelines available through the Department for Promotion of Industry and Internal Trade (DPIIT).

First-Phase Selection to Be Completed Within One Year

According to the scheme guidelines, the selection process for the first phase is scheduled to be completed within one year from the date of notification of the scheme.

The 87 proposals received in the first round will therefore proceed through the prescribed evaluation and scoring process before project selection.

The Bharat Audyogik Vikas Yojana (BHAVYA) is a government scheme under which proposals from State and Union Territory governments are evaluated for project selection. The selection is carried out through a challenge-mode process, with proposals assessed on parameters including connectivity and site suitability, the quality of core, value-added and social infrastructure in the Detailed Project Report, the industrial ecosystem and policy enablers.
