New Delhi: Bharat Heavy Electricals Limited (BHEL), one of India’s premier public sector engineering and manufacturing enterprises, has issued a significant update to its Whistle Blower Policy. In a key move to strengthen corporate governance and ethical compliance, Tajinder Gupta, Director (Power), has been designated as the new Competent Authority for handling complaints under the policy, with immediate effect.
Leadership Change in Whistle Blower Mechanism
With this update, Tajinder Gupta assumes additional responsibility as Director (HR) & Competent Authority for Whistle Blower complaints. He replaces Krishna Kumar Thakur, Former Director (HR), who was relieved of the charge on 19 March 2026.

Purpose and Scope of the Whistle Blower Policy
Originally introduced in 2014, BHEL’s Whistle Blower Policy provides a safe, confidential channel for employees to report:
- Fraud or financial misconduct
- Unethical behavior
- Non‑compliance with internal policies
- Violations of legal and regulatory standards
The policy aligns with corporate governance mandates, including:
- Guidelines on Corporate Governance for Central Public Sector Enterprises
- Clause 49 of the Listing Agreement with stock exchanges
- Section 177 of the Companies Act, 2013
It guarantees protection from retaliation, confidentiality of complaints, and the option to escalate issues directly to the Chairman of the Audit Committee in exceptional cases.
Tajinder Gupta: A Proven Leader in Power Sector
Gupta joined BHEL’s board as Director (Power) on 20 September 2023. A 1989 batch graduate in Instrumentation and Control Engineering from BITS Pilani, he brings over 35 years of extensive experience in the power industry.

- Began career with NTPC Limited as a Graduate Engineer Trainee in 1989.
- Served as Chief General Manager (CGM) at NTPC before joining BHEL.
- Led multiple greenfield and brownfield power projects across India.
