The Bihar Industrial Area Development Authority (BIADA) has launched the BIADA Amnesty Policy 2025, a major step to resolve pending disputes over industrial land and accelerate industrialization in the state. The policy will remain effective until 31 December 2025 and is aimed at reviving non-functional and closed industries while reducing the burden of litigation.

Officials from BIADA highlighted that prolonged legal disputes have slowed down industrial progress in Bihar. With the new policy, units facing allotment-related issues or operational disputes will have the chance to settle their matters and restart production. This move is expected to give a strong push to employment generation and regional economic development.

Addressing Long-Standing Industrial Disputes

Litigation related to industrial plots has been a persistent challenge in Bihar, delaying new investments and expansion of existing units. Under the Amnesty Policy, industrial units can voluntarily come forward to resolve disputes and resume or expand operations. BIADA has clarified that this step is designed to save both time and money spent in courts, while enabling smoother industrial activity.

In recent inspections, BIADA found several industrial plots either completely closed or functioning at minimal capacity. Notices were issued, and in some cases, allotments were cancelled due to non-response. Many of these cases led to prolonged complaints and legal disputes. The new policy now gives such units a fresh opportunity to regain allotments and resume operations.

Conditions for Amnesty and Revival

According to BIADA, the amnesty will be granted subject to submission of prescribed affidavits, payment of administrative charges, applicable fees, and provision of a bank guarantee. Units benefiting from this policy must also initiate trial or commercial production within the stipulated time frame.

Officials noted that this balanced approach not only addresses industrial grievances but also ensures accountability and commitment from entrepreneurs. The policy reflects the state government’s focus on creating a business-friendly environment and reducing red tape.

Boosting Industrialization and Employment in Bihar

By bringing back idle land into productive use, the Amnesty Policy is expected to increase industrial activity, attract fresh investment, and generate jobs at the local level. The revival of closed units will also contribute to improving Bihar’s overall industrial output and competitiveness.

The initiative aligns with the broader vision of Bihar’s industrial development strategy, which focuses on sustainable growth, efficient land utilization, and promoting entrepreneurship across districts. Officials expressed confidence that the BIADA Amnesty Policy 2025 will create a win-win situation by resolving disputes, supporting industries, and strengthening Bihar’s economic foundation.
