Patna: The NDA government led by Chief Minister Nitish Kumar on Tuesday approved the framework of Seven Resolutions-3, laying out an ambitious development roadmap for 2025 to 2030. The decision was taken in the third cabinet meeting of the newly formed government, chaired by the Chief Minister.
The resolutions aim to accelerate Bihar’s journey towards becoming one of India’s most developed states, with a strong focus on employment generation, industrial growth, agricultural progress, education, healthcare, infrastructure, and inclusive governance.
Cabinet Approval and Government Vision
Following the cabinet meeting, Additional Chief Secretary (Cabinet Department) Arvind Kumar Chaudhary briefed the media at the Information Building. He said the government has reaffirmed its commitment to development with justice, setting the stage for rapid socio-economic transformation over the next five years.
He noted that the framework of Seven Resolutions-3 builds on the achievements of Seven Resolutions (2015–2020) and Seven Resolutions-2 (2020–2025), with an emphasis on doubling per capita income and ensuring equitable growth.
Chief Minister Nitish Kumar also shared detailed information about the resolutions through a series of posts on social media, stating that all concerned departments will begin implementation soon.
‘Double Employment – Double Income’ as Core Objective
The first and flagship resolution of Seven Resolutions-3 is “Double Employment – Double Income”, aimed at doubling Bihar’s average per capita income.
Key initiatives include:
- Creation of employment opportunities for 1 crore youth over the next five years
- Strengthening employment-oriented schemes
- Financial support of ₹10,000 for women under the Chief Minister’s Women’s Employment Scheme for self-employment
- Assistance of up to ₹2 lakh for women entrepreneurs to expand businesses
Priority employment linkage for 94 lakh poor families identified through the caste-based census and socio-economic survey
Markets and bazaars will be developed to promote Bihar-made products, while a dedicated Department of Youth, Employment and Skill Development will drive implementation.
‘Prosperous Industry – Empowered Bihar’
The second resolution focuses on transforming Bihar into a major industrial and technology hub of Eastern India.
Key highlights include:
- Formation of three high-level committees under the Chief Secretary
- Development of industrial areas in all districts
- Target to attract ₹50 lakh crore in private investment over five years
- Establishment of a Directorate of MSMEs
- Revival of nine closed sugar mills and setting up of 25 new sugar mills
- Creation of the Bihar Marketing Promotion Corporation to boost local products
The policy also aims to encourage entrepreneurs and skilled youth from Bihar to invest within the state.
‘Progress in Agriculture – Prosperity of the State’
Agriculture remains a key pillar under Seven Resolutions-3. The government will accelerate implementation of the Fourth Agricultural Roadmap (2024–2029) to increase farmers’ income.
Major initiatives include:
- A dedicated Makhana (fox nut) roadmap
- Special focus on dairy and fisheries
- Formation of milk cooperatives in every village
- Establishment of Sudha sales centres in every panchayat
Accelerated efforts to provide irrigation water to every field
‘Advanced Education – Bright Future’
Under this resolution, the government has created a separate Higher Education Department.
Plans include:
- Developing old and prestigious institutions as Centres of Excellence
- Establishing a new Education City
Improving quality and accessibility of higher education across the state
‘Accessible Healthcare – Safe Life’
Healthcare reforms form a crucial part of Seven Resolutions-3.
Key steps include –
- Upgrading block-level health centres into specialised medical facilities
- Developing district hospitals as super-specialty centres
- Promoting public-private partnerships in new medical colleges
- Introducing special incentives for doctors in rural areas
Implementing a policy to ban private practice by government doctors
‘Strong Foundation – Modern Expansion’
Infrastructure and urban development are central to the government’s long-term vision.
Major proposals include –
- Development of new planned cities
- Affordable housing for the urban poor
- Construction of five new expressways
- Phased widening of rural roads to two lanes
- Strengthening electricity infrastructure and promoting solar rooftop installations
- Development of tourist destinations as national and international hubs
- Construction of a film city
Creation of a world-class sports city in Patna and Centres of Excellence for sports in all districts
‘Respect for All – Easy Life’
The seventh and final resolution focuses on inclusive, technology-driven governance.
The objective is to make citizens’ lives easier through –
- Modern technology and innovation
- Sensitive and responsive administration
- Transparent and people-centric governance
Officials said this resolution will ensure that development reaches every section of society.
