Patna: In a significant move, the Bihar government is set to recommend two non-administrative officers for induction into the Indian Administrative Service (IAS), opening the door for officers outside the traditional administrative cadres to rise to the country’s top bureaucracy.
Notably, this opportunity will exclude officers from the Bihar Administrative Service (BAS), Bihar Police Service (BPS), and Bihar Forest Service (BFS). Instead, the state government will consider officers from all other gazetted cadres, including doctors, engineers, and officers from technical and specialized services.
Wide Range of Services Eligible
According to official sources, officers from the following Bihar government services will be eligible for consideration:
- Medical and Health Services (Doctors)
- Engineering Services
- Information Service
- Finance Service
- Labour Service
- Cooperative Service
- Other gazetted cadres of the Bihar government
This move is being seen as an effort to recognise outstanding service and domain expertise beyond conventional administrative streams.

General Administration Department Seeks Nominations
The General Administration Department (GAD) has formally sought recommendations from the heads of all state government departments. Departments have been asked to identify officers whose service record, integrity, and contribution to governance stand out.
The recommended names will be forwarded to the Central Government, which will take the final decision on IAS induction.
Eligibility Criteria for IAS Recommendation
The state government has laid down clear eligibility conditions for officers to be considered –
- Must have at least 8 years of service as a gazetted officer
- Must be below 56 years of age as on January 1, 2025
- Must have an outstanding service record
- Must possess impeccable character and integrity
Only officers meeting all criteria will be considered for recommendation.
Rare Route to IAS for Non-Administrative Officers
Induction of non-administrative officers into the IAS is considered rare and highly selective. Such appointments are usually made to acknowledge exceptional contributions to public service, policy implementation, or technical governance.
Officials said the move reflects the Bihar government’s intent to reward merit, professionalism, and long-standing service, regardless of cadre background.
Significance of the Decision
Administrative experts believe the decision could –
- Encourage excellence across technical and professional services
- Motivate officers outside the administrative stream
- Strengthen governance by bringing domain experts into senior decision-making roles
If approved by the Centre, the two selected officers will join the IAS cadre, marking a major milestone in their careers.
